I think Virat Kohli had said that he would like to come but he needs clearance from Indian board and the government.

It is a political issue for them.

Cricket has been politicized by both sides since a long time.

Anyway, there can be other reasons too. Virat has been playing a whole series involving T-20, test.. Now there is an upcoming Australia tour. Schedule is very tight.
