He is using a bit of perverted logic. The chances that ISRO's mars craft will be lost is >50% (Mars orbit entry is the most tricky part) If it does happen, he gets some bragging rights. If it doesn't, his comments get forgotten anyway. Smart, if the rest of the world hadn't seen it orbiting around earth before it went towards Mars.

We stole the tech from a secret project going in Azad Kashmir, being jointly done by China and Paksitan.

We are also bribing SUPARCO guys to not develop satellites since 1960s.

Our agents in SUPARCO passed on the tech required for Mangalyaan 1.

We gave thhem 1 billion dollars for this duty, Zardari Ji oversaw the negotiations.

The SUPARCO guys also helped to build K 15 missile, infact the Amercans were so impressed with them that (well, they spy) they hired SUPARCO secretly to upgarde Trident II ICBMs.

There is no joy in seeing the mars rock picture being provide by NASA captured by the "Mars Curiosity Rover". The reason I am saying this, until India's Lunar mission the world did not knew that there is water in the moon.!!
