I think Pakistan needs more IKs, not less, so people can pick and choose. Democracy and undying loyalty to princes don't mix: in America we just dumped the Democrats from control of Congress.

Yep. He promoted Zia ahead of others to please the U.S. but forgot that once you give religious radicals untrammeled power they will betray every prior loyalty to pursue their own agenda instead. you can collect billions of more rupees. But it will not help you pay for single barrel of petroleum imported every micro-second.

What you say about collecting taxes is only valid in US, UK, Germany etc. where the local currency is internationally accepted.

Countries with non-standard currency cannot tax their way out of poverty.

You are ignoring Zia's key role in September 1970. He established himself as a general who commanded both Arab and Israeli forces to defeat what was seen as an attempt to expand Soviet hegemony in Jordan. If the Russians ever invaded the Middle East in force or by subversion - as nearly happened in Egypt - who could the U.S. seek as a general to throw them out? I think Zia was at the top of a very short list and appointing Zia as CIC couldn't have pleased the U.S. more - something Z.A.B. needed as the U.S. was both aware and very much against his initiative to build and control of Pakistan's nuclear weapons program.
