yes but some Govt's strict's the immigration laws , no matter what you do .. and If i am not wrong Iraq is one of the 6 countries Trump ban everyone from entering US ? so if that was the case, I don't know what legalities he could apply but as the person is dead, there is nothing much that can be done , except that people will ask for reforms in current Immigration laws which i doubt will happen .
