International Criminal Court prosecutor plans investigation into 2008 Georgia-Russia war - The Hindu

The prosecutor of the International Criminal Court plans to open an investigation into possible crimes committed during the 2008 conflict between Russia and Georgia, bringing Russia into the court's sights for the first time.

In a statement on Thursday, the court said Prosecutor Fatou Bensouda had concluded there was a “reasonable basis to believe” crimes had been committed during the short war over the breakaway Georgian province of South Ossetia.

Judges must shortly decide whether to authorise the opening of an investigation, which will pit non-member Russia, an opponent of the court, against the European-backed permanent global war crimes court for the first time.

The ICC is still considering whether to open a full investigation into crimes committed on the territory of Ukraine, which is locked in a war against Moscow-backed separatists in its east.

GEORGIA – Ukraine’s Defense Minister General of the Army of Ukraine Stepan Poltorak met with Minister of Defense of Georgia Mr. Levan Izoria.

The Ukrainian delegation was officially welcomed with honor guard company and orchestra. During the official talks, the sides discussed deepening of bilateral defense cooperation between Ukraine and Georgia.

Thursday, June 7. TBILISI – “I am satisfied that the defense departments of Ukraine and Georgia established close and friendly relationships. We really like Ukraine and Ukrainians, we have common interests, and this is what really unites. Ukraine's success is a success of Georgia and Georgia's success is a success of Ukraine,” Prime Minister of Georgia Giorgi Kvirikashvili said.

Ukraine’s Defense Minister Stepan Poltorak informed the Prime Minister on the current security situation in the country and thanked the people for their support of the Government of Georgia for the warm attitude Georgians show to Ukrainians.

“Friends are tested in difficult times, so we highly appreciate your support. Georgia demonstrates pride and strong spirit, Georgians are strong people who build a modern democratic state. It is very important to share experiences and training reforms in the defense agencies, as modern challenges change daily. We see good prospects for our cooperation,” Stepan Poltorak said.

GEORGIA – During his visit to Georgia, Ukraine’s Defense Minister General of the Army of Ukraine Stepan Poltorak visited the dividing line of the occupied territories in the Tskhinvali region, toured the surrounding area, where the Russian base built, and met with Chief of General Staff, Georgian Armed Forces, Major General Vladimer Chachibaya.

“Today I saw how the occupiers behave on the occupied territory, they hide and behave like rats. They came as invaders, and they will never be legal owners of the land, they will always look back and never feel themselves at home,” General of the Army of Ukraine Stepan Poltorak said.

Thursday, June 8. TBILISI — During his official visit to Georgia Ukrainian Defense Minister General of the Army of Ukraine Stepan Poltorak met with the President of the country Mr. Giorgi Margvelashvili.

“I am happy to welcome the true friends of Georgia. Our countries have always been good partners and reliable friends. I am pleased that our defense departments maintain good relationship and fruitful cooperation. All Georgian people support and root for of Ukraine,” Mr. Giorgi Margvelashvili said.

Stepan Poltorak informed the President of Georgia on the situation in Eastern Ukraine and on the progress of reforms in the Ukrainian Defense Ministry.

“I am honored to be in Georgia and I want to thank you, as the President of the country, because Georgian people, our brothers, are together with Ukrainians in hard times. Now we go through the difficult path of reforms, while our Armed Forces still engage in combat in the East. We have valuable experience of reforms in the Georgian Defense Ministry. We reform the system of training NCOs, the area in which Georgia has made a real breakthrough. We will use this experience during the formation of Ukrainian military education system,” Stepan Poltorak said.

Thursday, June 8. TBILISI — Ukraine’s Defense Minister General of the Army of Ukraine Stepan Poltorak took part in a wreath laying ceremony at the memorial to the heroes who died for the unity of Georgia.

“The people of Ukraine and Georgia lost their best sons who fought and died for the unity and independence of our states. We always remember their deed,” Stepan Poltorak said.

Representatives of the Defense Ministry of Ukraine have visited Georgia with a working visit within the framework of the project on the establishment of the School of Defense Management on the basis of the National University of Defense named after Ivan Cherniakhivsky.

The significant work of the Ukrainian delegation was devoted to studying the experience of the activities of the Defense Institutional Building School (DIBS) in Tbilisi, the press service of the Ministry of Defense of Ukraine reported on Friday.

The Ukrainian side was presented the experience of the institution in the training of personnel for the security and defense sector of Georgia, highlighted the problematic issues of the functioning of the school, the specifics of the development of programs and the involvement of instructors in conducting classes.

For their part, representatives of the Ukrainian delegation demonstrated a presentation on the implementation of the project of the School of Defense Management at the National University of Defense named after Ivan Cherniakhivsky.
