The best way to "handle" a terrorist attack is to prevent it. Once it's been initiated, whatever the govt does, there WILL be casualties - doesn't matter whether it's Namo or Mamo. Even near dictators like Putin couldn't prevent civilian casualties during the Moscow Theater attack.

What Modi will probably do better than the Congress gov is ensure rapid and strong response to end the attacks - shouldn't have stupid shit like commandos stuck in bases due to lack of planes.
