Haq's Musings: What is Nawaz Sharif's Counter-Terrorism Strategy in Pakistan?

After about a month-long lull, terrorists and insurgents have struck in Pakistan yet again, killing dozens of people in multiple attacks. These attacks have brought in sharp focus the following questions:

1. Does Nawaz Sharif government have a pro-active strategy to deal with terrorists and insurgents? Or will it continue to operate in a reactive mode like its predecessors in the last 5 years?

2. If there is a strategy, is it entirely dependent on stopping US drone attacks? Or the success of peace talks with the Taliban which do not yet appear to be in sight?

3. What if the Pakistani government is unable to stop US drone attacks? Would it then throw its hands up and allow the Taliban to continue to slaughter innocent Pakistanis? Is it not the responsibility of the Pakistani government to protect all of its citizens?

4. Have the PML(N) leaders forgotten the lessons of Swat where ANP negotiated with the Taliban and agreed to allow them to run the region under their "Nizam-e-Adl"? Do they remember that the military had to eventually intervene to clear Swat of the Taliban to achieve peace there?

5. Will the history of the last 5 years repeat itself with the loss of tens of thousands of more innocent lives?

6. The US is talking with the Taliban to ensure their troops withdrawal from Afghanistan by 2014. Can we honestly compare US-Taliban talks with Pak-Taliban talks as desired by Nawaz Sharif and Imran Khan? Are both of them planning to withdraw from Pakistan from Pakistan and hand over control to the TTP?

Americans are talking with the Taliban to withdraw from Afghanistan. But what is the objective of Pak-Taliban talks? Surely, Pakistanis can not withdraw from Pakistan and hand over control of the country to the TTP terrorists. So the objective of Pakistanis should be to significantly degrade the TTP's strength to force them to accept peace on Pakistani terms, not the TTP terms.

Never thought I will see the day when I will agree with Mr Haq here.. But he is right on the ball on this...

Pakistan has enough problems of its own. It should stay out of Iran-Saudi proxy wars.

I totally agree with you that the US is all but admitting that Karzai is yesterday's news, and that Afghanistan will be ruled by the Taliban.

We should plan accordingly.

The TTP and other terrorists will try to use Afghanistan as a sanctuary, and we must make sure that we are on good (decent) terms with the ruling powers there, i.e. Taliban.

The question then becomes to identify and exploit the differences between the Afghan Taliban on the one side, and the TTP/LEJ/BLA terrorists on the other.

with these politicians in power we cant even think going against the intersts of saudis & CIA!

Let's at least figure out what we should be doing, and then we can worry about how to get our politicians to do it.

Assuming we had intelligent, patriotic politicians, what would we expect them to do, given the likely scenario post-2014?

We are not going to be able to kill all the TTP/LEJ/BLA terrorists.
We are probably not going to do hot pursuits deep into Afghanistan.
What then?

Nawaz Shrief is most likely thinking it's a ploy against him by the establishment to get him to act against the terrorists. Things were relatively calm for the past three years, suicide bombing in funerals and mosques had finally began to become a thing of past.

But the moment new gov't comes into power, which is known for having a soft corner for the extremist, things go haywire. At which point he's likely to draw only one logical conclusion. So, I wouldn't expect any action against the terrorists by the NS gov't.

why not? if we not wanted to be a state run or bullied by house of sauds & cia?
nothing is impossible in this world, yes we our failiures bt who else not hve those , i mean vietnam for US & afghanistan for russia?
i think we can hve our own will with our own independent policies for our freedom?
its just we should stop thinking & dreaming about this fake, impossed damocrazy! just created for the sake of special intersts of elite powers of this world?
we need to create our own space with our own special intersts!

Yes, what then, should we not even attempt it or is there an other way?

My comment was not meant to indicate that we should do nothing.

My point is that we should have a clear strategy before we demand our leaders to implement it. One would hope that the leaders would be the ones coming up with strategies but, since they clearly aren't, we have no choice but to brainstorm ourselves.

The Arab angle in the ongoing Afghan talks is unfortunate but I am not sure how much leeway Pakistan had in the matter. The US involvement is, of course, a given.

At any rate, we must go out of our way to assure the Iranians that this won't become an anti-Iran coalition. They are already antsy about losing Syria (and, therefore, Lebanon), so they will be very suspicious of a US/Arab partner in Afghanistan.

Our aims should be well defined: kill and deny operational space to anyone who kills Pakistanis. We can kill them within Pakistan, but we must also make sure our neighbors -- Iran and Afghanistan -- share our concerns and deny them sanctuary.

.
Nawaz must give protection and backing to judiciary to trial all terrorists. That can be first step towards a more focused approach to dealing with terrorist incidents in the country.
