Correct, it makes no sense to attack any place without knowing its strength & weakness.Attacks on high value military targets always carried out by insider info and help a person serving their observing each and every thing for years must know the weak points so he may tell anybody intentionally or unintentionally which prove fatal for the security.
Many our high value military installations very close to people moving them away in a complete isolated area fenced far away surroundings anybody comes to this that area can be easily picked out.
military bases need to be bit far from city but not too far. Even if they are relocated after some 10 years city would grow so fast, that military base would in touching distance. Another issue is as you station more troops in military bases , economic activity(supplies for troops including food,cloth,entertainment,transport) around the base increases creating a market which civilians would try to fill in for.Most military bases have to be removed from city center to outskirts
If you observe most of the british estlablished cantonments have become full fledged cities/town over period of time.
