In my humble opinion to first detect and then to neutralize a suicide bomber we need a form of SNIFFER TECHNOLOGY. This technology works on the principal of using fine spray on the suspect and then collecting that spray through various sensors to detect any type of explosives vapors. This scanner also detects explosives vapors even if the suspect has been around them for a while (not necessarily carrying them at the time). Again made by a US based company, this detector is currently being used in a compartmentalized/ portal mode for use at airports etc. A little imagination and the same tech could be applied for outdoor use. The US company and its link is as follows;

Suicide bombings have become a bane to our existence in Pakistan as peaceful citizens. Day in and out we run into some misguided bloke armed with either an RDX laden steel ball stuffed vest or explosives laden two or four wheels blowing himself and innocents up at various locations in the world, including Pakistan. Surely technology may have an answers to deter such attacks before they happen. One of the promising technology in this regards is the millimeter wave scanner (Automated Explosvies Detectors, TSA-Certified EDS, Advanced Technology - L3 Communications) radars that can detect under-clothing items that may be harmful Already such advanced radars have been installed by the rich Arab Governments on all of their sensitive installations. These mm-wave radars/ scanners are made by a US company. Already however, such technology using mm-wave is employed in shape of scanners installed at airports and in Iraq at sensitive enter points by the US Army.
What can we do in Pakistan to come up with an out-of-the-box tech solution in order to detect and deter an intent suicide bomber? Any suggestions?
Agreed! but how would you know who to shoot in the first place? . How can you tell the bomber from the innocents? Keeping aside the political and emotional aspect of it, my question above is more tilted towards finding a technological solution.
no innocent is going to pose as a suicide bomber! keep the thinking simple and get results!
300 people walking about in a busy market. One of them is a suicide bomber wearing explosive vests. How can you tell out of the 300 people who he or she is without the help of technology?
C'mon fatman17, how many innocent people will you shoot before or even IF getting to the actual bomber without the help of technology?
ok seriously, no amount of technology can save the 300 if there is a suicide bomber (SB) amidst them.
nip the perp in the bud - dismantle the militant madrassas and the organisations which preach this type of behaviour and hatred. if the SB is already within the general population, there is no fool proof system to stop them - not in 3rd world countries anyway.
in our case, no half-measures will do, we have to take serious action to rid of this menace!
OK. you got the jist of starting the post in the first para above but swayed into the political and emotional solution-ism in the second one!! Actually technology can help. See my posts above with the relevant links to some interesting gadgets. Not perfect but its indeed a start and I would believe that within the next 2-3 years we will see a man-portable hand-held radar that would actually detect the nut-case in a crowd of 300!!
Do we not already have explosives 'sniffing' equipment, albeit not portable?Not perfect but its indeed a start and I would believe that within the next 2-3 years we will see a man-portable hand-held radar that would actually detect the nut-case in a crowd of 300!!

Given that suicide bombers are carrying explosives largely open to the air in their vests, I have to imagine that they give off enough traces to be detected by large scanners at entry points to say large bazaars and installations, and possibly even, as you said, by portable scanners at some point.
But fatman too is correct that in the long run 'prevention' is better than cure, and we have to act against the sources of this terror to marginalize it.
