How is food and economy of North Korea?

North Korea, though very poor, their streets are clean, their people have passion to success, they are hardworking, they made continuous troubles to China, US, Japan, Russia. Can Vietnam have such influence?

I'm not so sure that everybody incl Chinese would be happy or not if Vietnam put more of the state budget into developing rockets, nuclear weapons ... and threaten other neighbors for foods.
Instead of putting into agriculture and become top 1-3 exporter of rice, coffee, cocoa, rubber, fishery products ...

South Korea, a small peninsula country, has world class corporations like Samsung, Hyundai, LG....K-pop sweeps Asia and even the Western world. Then North Korea, though very poor, their streets are clean, their people have passion to success, they are hardworking, they made continuous troubles to China, US, Japan, Russia. Can Vietnam have such influence?

North Korea is small (28 million), highly underdeveloped, lack infrastructure adn do not have the production facilities as compared to South Korea, and to an extent Vietnam. It would take at least 1-2 decades to develop the country, and in 1-2 decades time Vietnam would have already developed even further. By the way, Vietnam's population has already surpassed 90 million (that's more than North Korea + South Korea combined) and growing.

Let's be realistic and objective when analyzing, remove any bias for nations.

I don't think the world underestimates Chinese developments and capabilities. However, the same cannot be said for North Korea; Pyongyang is a totally different animal, with different behavior. Lastly, South Korea's success is due in part to Japanese transfer of technological blue prints to the country as well as investments. Coupled with American investments as well. I highly doubt China or Russia would commit the same resources for Pyongyang. Russia's Far Eastern territory are, in itself, in dire need of fiscal investments and are largely underdeveloped. China would view North Korea (an economically vibrant one) as a threat and competitor , cheap labor of North Koreans and all.

I have no doubt that if Pyongyang were to open up, Japan would seize the initiative and invest in the country. But I don't think neighbors would like a progressive North Korea, especially one that will open up to Japan and the West.
