How did South Asian become nuclear power without allocating huge amount of resources?

Nuclear weapon programme requires a huge amount of resources such as thousands of great scientists and engineers, very vast geographical areas, etcetera. The Manhattan project involved 130,000 people. The Soviet Union dedicated entire cities known as ‘Closed Cities’ for the purpose of nuclear programme. Such resources have great degree of visibility and would attract attention.

How did the South Asian countries pull this feat off without raising any suspicion? Such great numbers (people and land area) are involved in nuclear projects but CIA was in dark until 1998. There are no closed cities in either India or Pakistan. Where the hell did they produce the atom bomb? And where are the thousands of scientists and engineers? We hear some superficial names that can be counted on fingers of one hand. But are they enough for such massive project?

And we haven’t heard of any adverse side-effects of these programs in south Asia. No after-effects of radiation, nothing. How come?

In case of US and Russia, nuclear technology was at its infancy, they had to invent everything with trial and errors and experimenting. India and Pakistan had scientists educated in the west and had access to latest nuclear technology, they did not have to invent anything but just make it work

There have been signs and reports of geographic damage in areas where the facilities are located. But atleast in Pakistan, authorities are good at keeping it all under wraps-for National Security

India and Pakistan are chips from the same block. On this side of the border, we too have been led to believe that our supposedly magnificent intelligence agencies were successful in keeping the nuclear tests a secret.

But who knows the truth?

I concur with @xyxmt. What he is basically telling is: "The Goras did all those discoveries and inventions and we South Asians merely customized those inventions to suit our geopolitical requirements." That is the most plausible explanation.

The premise of your question is incorrect. While we did not have to reinvent the wheel, it did take huge amounts of resources to develop nuclear weapons in South Asia. These nuclear weapons, along with our conventional military buildup, have sucked huge amounts of resources away from spending on education, health, development, poverty alleviation, etc.
