It is being widely reported that the NDS Chief Rahmatullah Nabil was opposed to signing the ISI - NDS MoU and refused -- upon his refusal -- his deputy

The Afghan Intelligence – National Directorate of Security (NDS) chief Rahmatullah Nabil oppose with the signing of an agreement with Pakistan’s military intelligence – Inter-Services Intelligence (ISI).

Informed sources quoted by Hasht-e-Subh newspaper said Nabil has opposed to sign the agreement on mutual intelligence cooperation with ISI.
