Post 1971 Biharis faced backlash for their support for the military. They were displaced and put into camps awaiting repatriation to west Pakistan.

Pakistan do not want them and have abandoned them.

BD have offered citizenship to biharis in subsequent years and many have accepted it and they are integrated into BD society whilst retaining their Bihari identity.

Others continue to remain in the UN run camps and are campaigning for return to Pakistan.

What you see as poor condition is true. BD government do not allow camp facilities to become a permanent structures. UN camps are supposed to be temporary, the people in it are choosing not to accept BD citizenship which will require them to move out of the camps and join normal society. The situation is not the case that the Biharis are discriminated against and they are forced to live in the camps. It is internal Bihari politics that is keeping them there and their hope of going to Pakistan that is unlikely to ever happen.

BD has given them the opportunity to become citizen and live freely. It can offer no more. Many Biharis have taken the opportunity and hopefully in a few years the issue will be no more.

You impression that BD is marginalising Biharis is not reflective of the truth. Biharis are not second class citizen, they are either citizen and living as a Bangladeshi away from the camps or are not citizens and living in refugee camps awaiting to go to Pakistan. For the later BD has no duty of care. You can not reject BD and expect to be treated as a citizen period.

That's only cosmetic, at its core Bangladesh is more 'East Pakistan' than 'Bangladesh'. That's why in the initial days after joining this forum I was shocked to see the behavior of Bangladeshis like most other Indians who falsely believe in the cosmetic image of Bangladesh.
