In a few weeks the debates on terror attacks will be over ,surprisingly enough the Pakistani nation including the media have been absolutely furious about the recent wave of terror attacks.
We all know that International sporting events as well as any major economic development will be targeted, which is why we should not act in haste and be determined to completely uproot terrorism ,Until we can do so ,No major sporting events should take place.
  1. Another terror attack on cricket's international teams visiting Pakistan will again scare them away for another two good decades ,Hence why there's no need for the PSL to take place in Pakistan while miranshah or KPK even karachi lahore is getting bombed.
  2. Pakistan cricket board should move the PSL to new venues and nations like qatar ,South africa ,Ireland england ,It will also promote the sports there and project a softer image for our country,Imagine if Pakistan plans with China ,A cricket ground and hosts the PSL in China ,How freaking awesome would that be .
The most grave concern is that 100+ terrorists have been neutralized onset the wave of these terror attacks.
It is apparent the reasons
  1. Pakistan has failed to protect its citizens due to its western border with Afghanistan where problems will continue to emanate in the next decades unless a full fledged response is taken to stop cross border terrorism.
This is all the problem there is really ,We just need to solve the problem of terrorist factory called Afghanistan and need to provide support to afghans so they themselves can take confidence in us.
r

I for once believe that ,We ourselves to an extent have let the Indians take a foothold in Afghanistan soil where the terrorists are being funded and provided everything from communication equipment to laptops and internet connection to upload propoganda videos.
In my opinion Pakistan can only fence the border until the geographical elements support it ,After the desert as you go upwards from the old khyber pass road there is a constant episode of hills stretching all the way to my hometown chitral,it is impossible to guard these hills as most of them are joined by huge sections of different hills ,Where any Guard post or wall is as good as useless.
Hence why I propose,The Government and the establishment should negotiate with afghan Government to Demarcate the border so it gives us a a better strategic chance to stop cross border terrorism.
  1. Permanently establish a Border Protection Unit ,The FC or the army cannot protect these borders , One is a Army and the other is a Paramilitary, Employ all the local people of waziristan , These people are the most patriotic Pakistanis which have been extremely alienated,Set different ranks starting from Lieutenant which should enjoy and have the same facilities as that of regular armies.
  2. Make use of thermal imaging units/Infrared systems to stop cross border movements, supported by guard stations on different hill sectors.
  3. Place fences beyond the hill stations in Afghan territory and start mining them up-till the hills.
  4. Support these units with use of the army aviation unit ,Using different helicopters ,In case the Ts scum hide behind rocks whereby they're neutralized effectively.
  5. The border protection units should employ only the local people and should be tasked to keep borders with Iran and Afghanistan safe.
Many of these people will be employed in the process,Next you can proceed to give these people free education, In my hometown of chitral alone ,It has the highest literacy rate in the country with somewhere around 80 Percent literacy rate ,The people of these regions are under-developed ,Give them a helping hand and they will protect your borders, Become scientists and engineers ,alienate them by letting the Taliban stroll freely across the border then we're all doomed .

PS: somebody mail this to the army chief,I wanted to mail this to him but I don't know how to,Hopefully if the establishment promotes these developments then our Civilian Government will also follow..

Buffer zone....Big Damn Buffer Zone....And yes...Our all army concentration should be on east...Western border should be left for FC and paramilitary, equipped enough with all gadgets to not only defend but go deep inside for offensive...

The heart of the problem is Mir Jafir and Mir Sadiq, even in the government. A nation can withstand external enemies but not internal ones.

Your ideas are good but there are two issues:

1. PA's best weapon systems and heavy formations in vast numbers is deployed along Indian borders in desert and LOC.
2. Para military forces are deployed along Durand line and check posts. Regular PA formations which are sent to the area for Ops along border with Afghanistan are sent back after the Ops. These are mostly units from reserve formations deployed in cantonments away from the borders.
This brings to another issue, the paramilitary forces are lightly armed, have very less aviation support and sometimes not the best equipment in the arsenal. Equipment like MRAP's, UAV's, Gunships etc in Para military hands will be highly appreciated but not easy.

India wanted to thin out Pakistan Army along all its border namely: Afghanistan and Iran and yes that has happened to a large extent but mainly during Ops to flush out miscreants from troubled FATA areas.

Coming to man power, calculate the amount of FC, Levies, khasadars, Reserve police etc in this region. You will get a huge number. So the problem of man power is not there and yes locals are recruited into such forces.

Mining border is a good idea, but its a 2400 km border with Afghanistan. That takes time, budget, more resources, more personnel, more equipment and its a lengthy process. Even all of the Border with India is not mined. The length of the border also gives a problem to deploy NV and IR systems everywhere.

Even if all the above procedures are in place, it will take another minimum 2-3 years to put new measures in place and mine the border.

My dear i agree with your points but sorry to say that almost every one know this solution in this forum. You think that Army chieft doesnt know this ? The real problem is implementation.

Afghan border is so big 2200 KM,
Extremely difficult terrain to protect.
At critical places, ground surveillance radars are in place.
some areas are fenced and also protected by trenches.
PAA doesnt not have enough resources to guard whole border while you have to guard Eastern side as well.
Its not even possible to fence or trench the whole border because of difficult terrains.
In the end real issue is the budget. once budget is available then more forces could be inducted with desired resources as well.

1.) WRESTLING BACK THE NARRATIVE OF ISLAM
-showing citizens that Wahabbi/Salafi/Takfeeri interpretations are just a tiny minority of the historical and global understanding of Islam and are at the root of terrorist ideology
-highlighting examples/verses of tolerance, peace and acceptance and historical Muslim leaders who truly embodied these elements
-aggressive campaign (print media, billboards, radio, TV, etc.)
-strict implementation of State-approved khutbaz in all mosques (via loudspeakers if need be)
-zero tolerance of anybody supporting Takfeer, blasphemy allegations, terrorist action, etc.; equally strict action against any religious scholar/mufti/mullah who fails to openly and publicly condemn terrorist acts
-improved textbooks

2.) RAISING THE COST FOR OUR ENEMIES
-having the will/capability to strike India/Afghanistan where it hurts
-introducing the fear of consequences
-letting them know, through action in their mainland, that the cost of supporting terror in Pakistan will be too high to bear

3.) CURBING U.S. INFLUENCE AND PRESENCE
-without going on a direct collision course, using shrewd diplomacy and the leverage that we do have to drastically control the number of US official and non-official visitors, size and scope of their "diplomatic" missions in Pakistan, etc.

4.) TALENT POOL
-ensuring that the country's best minds are working on its biggest problems (intel, environmental, financial, etc.)
-recruiting top students from top universities before the brain drain kills us

5.) REVAMPED JUDICIAL SYSTEM
-majority of "justice" in Pakistan is dispensed via various parallel judicial systems (e.g. karo-kari, panchiyat, jirga, etc.)
-strictly ban the above
-increase efficiency and culture of the judiciary; SC cases back log should be finished within 2 years

6.) REVAMPED CIVIL SERVICE
-examination type, etc., needs to focus more on intellect and less on knowledge (aptitude vs. rote memorization)
-truly independent Corruption Commission with active agents pretending to be citizens giving bribes, etc.
-those caught indulging in any form of corruption be jailed for life or killed (add financial corruption / loss to the national exchequer to the Treason clause in the Constitution)

7.) RE-ORGANIZATION OF LEAs AND INTEL AGENCIES
-separate entity compromising mil and talented civs focusing solely on external intel/ops be established (ala Mossad, CIA, RAW)
-IB / ISI overlap and redundancies be reduced
-FIA/IB/CTDs/etc be merged into one civilian federal Investigative AND Enforcement body (ala FBI, Shabbak, etc.)
-police be given drastically more funds, better training, etc.

8.) ARMY REFORM
-massive reduction in post-retirement benefits to ensure that officers are focusing more on serving their country than acquiring their allotted land
-less focus on big business; more on operational capability beyond our borders
-less internal glorified policing role
-corrupt Generals/officers be made an example out of

9.) MAGICAL COUP
-the Army overthrows the govt and installs technocrats who have a proven history of serving the country (not imported World Bank/etc efforts who are US citizens and need special Pakistani passports made just to be in power for a few years before leaving the country again ala Shaukat Aziz)
-the Army focuses totally on its actual mission while technocrats implement the above reforms
-with the Army and Gov on the same page, massive amounts of friction, delays and mental energy will not be wasted

---

We have to realize that terrorism is not just a violence-related problem. It is a societal problem where many youths are disenfranchised and are therefore easy to recruit and brainwash. It is a political problem where governance isn't delivering. It is a security problem where the Armed Forces and Intel Agencies should have been raising the cost for our enemies but they didn't (bull sh*t "defensive" punching bag posture that has brought nothing but bloodshed).

Funny thing is that Nawaz promised a few of these things in his 2013 manifesto, yet so far nothing has been implemented.

The govt. cant even enforce the NAP that they designed themselves; As long as PMLN is in power nothing will change.

While I agree that the current government is pathetic, I disagree that it is just them who are responsible for the current state of affairs.

The Army has had major lapses and failures. It takes matters into its own hands and acts unilaterally when it needs to, yet uses this "civilian govt permission" excuse when it's convenient to.

We need a major overhaul across the board (and yes, civilian institutions are generally the worst).
