NEW DELHI: It's a plot that could be straight out of the bluff-and-double-bluff worlds created by John le Carre and Frederick Forsyth. Only, it


seems to have played out in real life, to the tragic misfortune of hundreds of innocent people. The tantalising possibility that David Coleman Headley may have been a US undercover agent who turned rogue is vexing many here as American authorities keep the US-based Lashkar jihadi out of the reach of Indian investigators.

To make the tale even more dramatic, Headley may just have provided American intelligence agencies information that prevented a Lashkar attack on Mumbai in September. The theory -- and it's still a theory -- is that Headley was used to infiltrate the Lashkar, but gradually went astray under the influence of the very terrorists he was supposed to be spying upon.

Torn between conflicting loyalties, he may have continued to give information to his American handlers, and a tip-off by him may even have helped avert a Laskar attack orginally planned for September. But he seems to have commited fully to Lashkar shortly after that, which could be one reason why American agencies were caught napping by 26/11.

During his interactions in India, Headley frequently introduced himself as a CIA agent. But suspicions that he's a rogue agent stem more from the just-released information that Headley, a man with one green and one brown eye, could straddle America and Pakistan with ease despite a run-in with the law in the US.

A recent profile in the New York Times said that in 1998, Headley (then known as Daood Gilani) was convicted of conspiring to smuggle heroin into US from Pakistan. ``Court records show that after his arrest, he provided so much information about his own involvement with drug trafficking which stretched back more than a decade and about his Pakistani suppliers that he was sentenced to less than two years in jail and later went to Pakistan to conduct undercover surveillance operations for the Drug Enforcement Administration (DEA)," the NYT report said.

This suggests that Headley had a deal with authorities in the US who allowed him to get away with mild punishment in exchange for a promise of cooperation.


To many here, that also implies that he was a known entity to the counter-terror and drug enforcement authorities in the US. After 9/11, the walls between these agencies had come down because of the links between drugs and terrorism, particularly in the context of Pakistan-Afghanistan where there is a huge overlap between the functions of the DEA and CIA. Surprisingly, the FBI affidavit against Headley doesn't mention his tryst with the DEA.

FBI's affidavit against Headley says that he changed his name from Daood Gilani to David Coleman Headley in 2006 to hide his history as an offender. As he told border police in August 2009, it was to give himself the freedom to travel undetected -- he said the new name aroused much less suspicion when he travelled.

It is a fact that terrorists are masking their religious identity to get past the counter-terror surveillance, with terror groups seeking to recruit Caucasians for fresh strikes. But many doubt here that the mere switching of names could have worked in Headley's case given his brush with law but more because of the destinations he was flying to.

Given Pakistan's unquestioned reputation as the hub of global terror, people travelling to and from the country automatically pop up on the scanner at airports across the globe. Headley, to boot, would often meet his contacts in UAE -- a known rezendevous for terrorists and smugglers and a place that is of immense interest to law enforcement agencies.

The doubters found it intriguing that ultra-sensitive agencies in the US did not find anything amiss about the entries on Headley's US passport. While the sceptics don't think they have an answer yet, they are inclined to look at the possibility of Headley being an undercover agent who, torn between the competing demands of the jihadi outfits he had been asked to infiltrate and his American handlers, went astray.

Headley, by his own confession, joined Lashkar-e-Taiba in 2006 and received training in one of the terror camps run by the jihadi outfit.

Those who subscribe to the "rogue agent" theory are inclined to believe that this was known to the Americans, always anxious to ferret out information from hard-to-penetrate terror groups. They also feel that US agencies were perhaps aware that last year, Headley was in India to recce targets for a Lashkar attack that it had originally planned for September -- as confirmed by Ajbal Kasab in his testimony -- and which was finally carried out on 26/11. Rather, they also suspect that Headley might have been the source of information that helped Americans warn of the attack planned for September last year.

In their warning, which was passed on to Maharashtra government by Intelligence Bureau, the Americans had said that prominent installations in Mumbai were on the jihadis' target. As a matter of fact, the FBI alert made a specific mention of Taj and other hotels -- Marriott, Land's End and Sea Rock.

It is felt that Headley's defection happened immediately afterwards and that is perhaps one of the reasons why Americans could not, unlike in September, sniff 26/11. The suspicion is reinforced by the fact that it was around this time that FBI put Headley under its surveillance, leading to his arrest on October 3 this year.

Suspicions are getting stronger as Americans delay giving Indian investigators access to Headley. The hope here is that Indian agencies would get their turn to talk to the terrorist after charges -- indictment in the American lexicon -- are framed against him on Jauuary 1. There is also the possibility that Headley has promised to sing on the condition that he is not exposed to interrogators from India.

But during interactions on the issue, FBI has been unusually cagey about discussing Headley in detail -- odd on the part of the agency which swiftly warned of the attack Lashkar had planned in September and without whose help the breakthrough in the 26/11 probe would not have happened.

Read the details. There is much more than what the eyes and ears have been having during and after and before the attack.

The news also says that US had warned India about the possible attacks beforehand and that time headly was still working for CIA.

I hope you know double agents dosn't work for free and a white double agent could cost millions!
Investing millions only make sense when it will yield brillions and trillions.
All transactions in bankings are monitored by US it is simply not possible that even 0.1 million transaction can be overlooked.
Pakistan's defence budget and spendings are openly discussed in Parliament and nothing to hide.
If we list benificiaries of world wide terrorism than name india shine way above. india was nothing before 9/11 and now even holly wood is being paid to build its fake image.

The US, which foiled a major terror plot by LeT to target India, has said it would be forthcoming with details of the case but cited legal limitations in allowing Indian investigators to quiz the two arrested operatives David Coleman Headley and Tahawwur Rana.

US National Security Adviser James Jones said President Barack Obama has shown personal interest in the Headley-Rana case and the matter was discussed during his meeting with Prime Minister Manmohan Singh on Tuesday last.

"It is something that the President and the Prime Minister discussed and both of them were very satisfied with the outcome of those discussions," Jones told in an interview in Washington when asked about the terror plot foiled by FBI last month by arresting Headley, a Pakistani-origin American national, and Rana, a Pakistan-born Canadian citizen.

He said Obama has given instructions to US authorities to share the information with India regarding Headley-Rana case, despite the limitation posed by the country's legal system.

"At the President's direction we have been very forthcoming with our Indian counterparts on sharing whatever information we have which might be of some assistance to (India)," Jones said, adding "as a result of the President's guidance, we are doing as much as we can legally, without jeopardising the process of the case."

He, however, said the US was unable to allow Indian investigators access to the arrested LeT operatives because certain aspects of the legal system here protect the rights of the accused.

Why is this so surprising? private militias and militants are hardly under full control of any intelligence agency. This has been proved by LeT SSP e.t.c. turning around and attacking within Pakistan itself. The Taliban were also part of the CIA-ISI "asset" until they stopped listening to them on Bin Laden among other issues. The US felt that backing these extremist militias who wrecked havoc in the name of Islam would be best placed to counter Communism. So any progressive elements among muslims from Iraq to Iran, Afghanistan and even with Pakistan were suppressed because they "might" be communist sympathizers. The intelligence assement once the "Islamic" revolution started gathering pace in Iran against the shah was , although it may cause some short term problems for the US, int he long term a regime by these people would be more anti-communist than the Shah himself and thus better for US interests. Similarly Saddam was supported against the "Communist forces" in Iraq even though he headed a brutal regime.

The moral of the story is don't fund or support private militias or groups and interfere in other countries. Especially extremist group in the name of religion or else they will come back to bite you.

Pakistani Prime Minister Yousuf Raza Gilani? There are many indications to suggest this might well be the case.\

A clue to that came from the report, based on information from FBI, in The New York Times. The paper said that Headley was born in Washington DC where his father Syed Salim Gilani was working for the Pakistan embassy. It described Gilani Sr as an avid musicologist and poet.

As it happens, the name of Danyal’s father too is Syed Salim Gilani. Gilani Sr was an official belonging to Pakistan’s equivalent of the Indian Information Service who rose to be the director general of Radio Pakistan. Reports in the Pakistani media after his death described him as a man who took great interest in music and poetry.

Danyal’s father died, the condolence message issued by Pakistan PM Yousuf Raza Gilani mentioned his interests and accomplishments that tallied with the profile of Headley’s father sketched by the FBI for the American paper.

In fact, going by the tradition in the sub-continent where PROs to the PM are political appointees who are handpicked for their family and political ties, some suspect that Danyal and, in turn Headley, could very well be related to Pakistan premier Yousuf Raza himself. Danyal could not be contacted for his version despite repeated attempts on Friday evening.

According to an agency report , Headley hailed from an influential political family from Multan, who were descendants of Syed Musa Pak, a spiritual figure of Qadri Sufism order which traces its origins to Gilan province of Iran.

Gilani’s marriage with Philadelphiabased Serrill broke down when they came to Lahore to settle down. In 1977, Pakistan’s government was overthrown in a military coup and Serrill feared for her children. She withdrew Headley from Hasan Abdal Cadet College and brought him to the US to live with her. Headley and Rana were arrested by the FBI last month from Chicago for allegedly plotting to carry out terror strikes in Denmark and India.

The indications of Headley being related to Danyal and the Pakistan PM come at a time when a question of his being possibly used as a US undercover agent has led to many here digging out more about his background. The suspicion of his being an American undercover agent stemmed from a number of reasons—his history as an undercover agent working for American drug-enforcement agencies and that he could travel between the US and Pakistan without attracting suspicion even when he had a controversial past.

The fact that he was present in India when the FBI issued a very crucial specific warning against the attack that LeT had planned for September last year has strengthened the doubts about Headley being a “double agent’’ . The warning was precise about targets, making a specific mention of Hotel Taj where Headley had stayed and which became the target of the 26/11 attack on Mumbai.

Islamabad: Pakistan Prime Minister Yousuf Raza Gilani's public relations officer on Saturday said David Coleman Headley, a terror suspect under arrest in the US, is his half-brother but insisted his family was not related to the premier.

Danyal Gilani said in a statement that Indian media reports "trying to establish a relationship between Prime Minister Yousuf Raza Gilani and the family of detained US terror suspect and my half-brother, Daood Gilani alias David Coleman Headley, is "incorrect, misplaced and totally baseless".

The report is speculative and intended to create "unnecessary hype", Danyal Gilani said. He said his ancestors migrated to Pakistan from Jastarwal in India's Punjab state and Etawah in Uttar Pradesh while the premier's family has been living in Multan "for centuries" and the two families "have no relationship with each other".

Danyal Gilani also acknowledged that the Prime Minister had issued a condolence message on his father Syed Saleem Gilani's death in December last year and visited his house to offer condolences.

"This he did out of courtesy because I was working as his PRO and also because my father was a renowned broadcaster and a known personality of his time. At that time Daood (Gilani) was not in Pakistan," he said.

Danyal Gilani said he had been working as the PRO to the premier since 2005, when the post was held by Shaukat Aziz, and did not join after the current Pakistan People's Party-led government took over.

He also offered some details about his half-brother Daood, saying, "His having another name or changing his name at some stage in life has come as a surprise to me."

He said he had "very little contact" with Daood since 2002, when he began living in Islamabad after passing the Civil Service examination.

"I last met Daood when he visited Pakistan a few days after my father's death nearly a year ago," he added.

He said Daood was born in 1960 in Washington, where his father was working with the Voice of America and had married an American woman.

"Soon after Daood's birth the tenure of my father's posting ended and the couple shifted to Pakistan. In the late 1960s my father and Daood s mother got divorced, and according to family elders, she went back to the US," he said.

It seems the information was collected by Headly on behalf of CIA for attackers.
