LAHORE: The Haveli Bahadur Shah Power Plant gas turbine of 385 megawatt generation capacity achieved its first fire on Tuesday and is now expected to be fully operational in a few weeks.

First fire is a critical test where the gas turbine is switched on and runs on fuel at the site. The turbine can generate up to 385MW of reliable power that is expected to be distributed for residential and commercial use within a few weeks following first fire.

It is claimed that this significant accomplishment was achieved just 94 days after the unit was delivered to the project site and is the shortest duration in which a GE H-class turbine has gone from arrival at site to first fire, globally.

The record speed with which the project is being executed has only been possible through the strong commitment of and collaboration among National Power Parks Management Company Limited (NPPMCL), GE and SEPCOIII Electric Power Construction Corporation.

NPPMCL CEO Rashid Mahmood Langrial said, “We are taking action to provide electricity to the people of Pakistan in order to end the load-shedding on an urgent basis.

Once complete and operating in combined cycle configuration, the Haveli Bahadur Shah power plant will help to meet up to 20 percent of the current electricity shortfall in Pakistan, providing the equivalent electricity needed to supply up to 2.5 million Pakistani homes using industry-leading technologies.”

GE Power’s Gas Power Systems president and CEO Joe Mastrangelo said, “Our goal is to deliver cost-effective, clean and reliable power to the people of Pakistan as quickly as possible, and we are proud to have worked with our customer, NPPMCL and the government to reach this significant milestone in record time.”

The HA is the result of almost $2 billion in research and development and offers leading efficiency, operational flexibility and low life-cycle costs.

In June 2016, GE set a world record for powering the world’s most efficient combined-cycle power plant in France – EDF’s Bouchain facility - with its HA technology.

Pakistan is the first country in the Middle East, North Africa, Turkey and South Asia region to use these turbines and the Haveli Bahadur Shah Power Plant project is expected to be even more efficient than France’s Bouchain.

The announcement of this milestone also follows the inauguration of the 1,180 MW Bhikki power plant. The project has started to generate up to 700MW of electricity and is powered by two GE HA turbines that are currently undergoing the final stages of scheduled testing.

GE Pakistan, Iran and Afghanistan president and CEO Sarim Sheikh said, “We are pleased to announce this critical step towards the completion of the Haveli Bahadur Shah project just a week after the successful inauguration of the Bhikki power plant.”

GE entered an agreement to provide two high-efficiency 9HA gas turbines, one steam turbine and two heat recovery steam generators (HRSG) to SEPCOIII, the engineering, procurement and construction contractor for the Haveli Bahadur Shah Power Plant in December 2015.

The project was initiated by the ational Power Parks Management Company Limited, which is solely owned by the government of Pakistan through the Ministry of Water and Power, and was entirely funded through the Public Sector Development Programme (PSDP).

Located in the district of Jhang, about 300 kilometres from Lahore, the 1,230MW project is the second of three power plants being set up in Pakistan that will run on imported supplies of liquefied natural gas (LNG).

PML-N will not loss in 2018 at this speed. People will forget about panama after 24/7 electricity is provided for the first time since 2002.

yup you are right
people are in hell for so long that they will forget that.
anyway 32 % of population doesn't has even access to power so load shedding is actually a problem for rest of 68% population

PML N first three years were a waste of time, they were completely confused in what to do, initally they jumped at coal given gas being unaffordable but realized first no lenders is going to sponser coal projects(global environmental issues) second distribution problem, than God did favour on all of us and oil prices crashed

PML N is lucky, oil prices fell 3 times from average 120$ to 40$, but in case oil prices double to even 60-70$ which will automatically double the gas power price these will become unaffordable (already 50% increase from PPPP era) and load shedding will start again.

by the way had PPPP had the option of gas power plant they would have done that, there biggest blunder was not allowing imported coal plants (in order to avoid thar failure)

PS: i still rate PML N performance better than PPPP, this is just an objective commentary but by no way PML N performance has been good or exceptional, its still average, there has been more luck at side of Pakistan meaning global oil price crash and chines decision for expansion in Pakistan(50 billion dollars)-bangladesh(25 billion dollars)-myanmar.
we are still the lowest growing country in south asia, soon even bangladesh is going to take over us, next current account crisis is looming over us. what we need is reforms

What I don't get is why they are building nuclear power plants near Karachi. While at the same time lines to transport electricity from Sindh to Punjab? In that case they should have build nuclear plants in punjab no?

Also 94% of population have access to electricity according to this.

i would agree, the reasons could be three fold

1.cooling requires reliable water, ocean sites are better for this
2. safety, dont want anything happening at food chain
3. flooding of reactor if needed

i might be wrong regarding electricity provision, had read some where it was in high 60s may be outdated figures, 94% is very good if true, i doubt it is this high, i dont have electricity in my village yet lol

But then why they are building nuclear plants in Mianwali near indus? Including 1100MW one which is known as Chasma V.

no idea, chasma V is still on paper, correct me if i a wrong.
planning has never been a good thing in pakistan

Nuclear power is
Expensive to construct but it's more reliable and per unit price is cheap... (compared to thermal, wind, coal)
Karachi is ideal site as we are a water starved country... our water levels and availability is fast depleting. All power plants should be built near constant and reliable source of water... without water they well other than wind and solar won't work.

Chashma 1-4 are small power plants... k2 only has 80/85% capacity of the 4 chashnups combined.

No one is denying the Emergency influx of $$ and money on resolving energy crisis in present government

  • However the issue of financial irregularities is about a person having good character (not a serial liar) . Money laundering and tax evation

Need to be fixed even while it is appreciated what the effort has been on power side

ISLAMABAD: The government is mulling over setting up mobile power plants over short term in the wake of delay in ongoing power projects and protests by opposition political parties and ordinary citizens, officials say.

These plants will help ease the widening electricity shortfall in the current summer season and thwart a planned campaign by the opposition against prolonged power outages.

Mobile power plants are like rental power plants that were introduced by the Musharraf and Pakistan Peoples Party (PPP) governments in the past, but they turned controversial over allegations of widespread embezzlement and eventually all were abandoned.

The Supreme Court in 2012 declared all the rental power plants as illegal and ordered their shutdown.

Minister of Water and Power Khawaja Muhammad Asif, who is associated with the ruling Pakistan Muslim League-Nawaz, had filed a case in the Supreme Court, alleging corruption in deals signed for the rental power projects.

However, now the present government itself is going to install such plants with a different name.

Apart from the mobile plants, the government has also decided to weigh the possibility of utilising the idle capacity of independent power producers (IPPs) as well as captive power plants of industrial units in a bid to bridge the demand and supply gap and shorten the duration of load-shedding.

The idea of setting up mobile power plants was floated by Punjab Chief Minister Shahbaz Sharif in a high-level meeting chaired by Prime Minister Nawaz Sharif last month.

The chief minister argued that the ongoing power projects would take some time to come on stream and there was a dire need of taking emergency steps.

He insisted that all available options should be tapped like installation of mobile power plants, restoration of idle power projects and encouraging industrial units to utilise their captive power capacity in order to mitigate power outages in the country.

He suggested that the option of mobile power plants should be explored only for one year as the power production shortfall would narrow down considerably by the end of 2017 following completion of ongoing projects.

Consequently, the prime minister directed the Ministry of Water and Power to weigh the option of setting up mobile power plants over the short term as well as utilisation of captive power plants.

The water and power secretary presented different scenarios pertaining to expected power generation, demand, shortfall and load-shedding.

Based on the projection of 7% increase in demand, there will be six hours of load-shedding in urban areas and 8 to 12 hours of outages in rural areas in the last 10 days of April.

In the first 20 days of May, load-shedding will be for six hours in urban areas and eight hours in rural areas. However, in the last 10 days of the month, when Ramazan will also begin, the duration of outages will be brought down to three hours for urban areas and four hours for rural areas.

This, he said, would be managed by introducing eight hours of load-shedding for industrial and nine hours of outages for the mixed industrial load areas. This schedule of load-shedding will continue for the remaining part of summer and outages for the industrial and mixed load areas will be brought to zero after Ramazan.

summary of last 4 years
year 1 choas, not knowing what to do, start coastal coal projects but later abandons it, prices go up by 50% and mean while gas prices crash in international market, good move of accepting WB offer on dasu

year 2 initiates coal power plants through complete foreign investment at high return, hurdles and delays in thar and zero work in hydro despite funds being available

year 3. govt realizes it has done nothing and needs to do something. first concrete home work done, notices no short term solution now possible within last next 2 years, expedites and clear water related hurdles for thar and starts serious work on dasu after 2.5 years regarding jirgas to remove the problems

year 4, in desperation govt issue a notification for fast track LNG plants, notification says that plants have to be completed within 24 months
most of the companies with draw saying doing this is impossible govt back to square 1 though positive resposnse from some

year 5, rental plants to foul people electricity problem is resolved leaving a big fat check for next govt
also three different ceremony held for Bhahsa dam inauguration (work will stop after the election as happened twice before) people vote for PMLN ..yet fooled again

outcome:
total 8-10 MW will be added from 2013-2019 with 3-4 thousand added by grace of previous govt efforts (NJ and tarbela expansion), work on dasu started(again previous govt secured the WB funding) no new hydro projects in govt sector, except from those that were on PPIB that have been under process for quite some time

analysis:
while i gave PPPP a C (positive work was multiple small hydro projects of around 600mw, acquiring funding on tarbela IV and NJ, had they not had adverse situation because of high oil prices i would have given an F)

i do give PML N a B but its still too little and too late, last 2 years it would be a A+, its the first 3 years they wasted.

they should have initiated LNG in first 2 years not last 2 years, engro LNG terminal is lying idle and it to0k 10 months to build, everything should have been done simultaneously and completed in first 2 years(as per PML N manifesto) all of this could have been done without costing govt a penny through private investment had govt done its home work, i think PPPP might have done better with such low gas prices (they did better in early 90s with IPPs)

^^
Why they are wasting time with rental power when we already know N league is going to win election through rigging?

i dont think there was major rigging, i believe it was the people who made the choice
why wasnt rigging done in KPK? where PML N was second largest party

PPPP is probably at least some what worse than PML N and way worse as long as zardari is there
PTI hasn't done any grass root work thanks to OCD/fixation of imran khan so it cant win

Jinnah lost 1937 election but won in 1946 due to his extensive grass level politics and work ..
imran khan has done nothing, i will be surpirse if he is able to get enough candidates
any way i think the next tenure of nawaz might be better, he has learn from his mistakes

I was not serious, N is getting desperate to reduce load shedding. Ideally construction work should have been started by early 2014 on all these power projects instead of 2015-16. They needed to show by 2017 that load shedding is thing of past, at least in areas where line losses are low.

PTI need to capture all of anti-N vote which is divided in many small and big parties like PPP in punjab.

Maryam Nawaz is loosing N the election single handedly PTI hasn't got to do anything. Its such a easy victory for any party that decides to play Noons India card by saying the PM and his family are national security threats because of their constant business ties with anti Pakistani non state actors from across the border.

The thing is will Imran play the India card or is he scared of upsetting the government in Delhi. Right now in 2017 anti India/Afghanistan agenda could win you the next general election.
