This is common knowledge, I'm not going to do your homework for you. It isn't just Israel and the US that has developed such systems, nor is such a system new.
Also, US scientists and defense corporations collaborated heavily on the project, so no. Israel didn't have the technology, until the US gave it to them.
The Iron dome is just a rudimentary design, compared to what the Gulf Arabs need. Iran's missiles aren't regular Katyusha rocket batteries, nor glorified big bullet shaped cannon balls that Hamas uses.
Iran's missiles are sophisticated, and require major investment to counter, especially since Iran not only fields cruise missiles, but also has the largest advanced missile system inventory in the entire region. The Iron dome is meant as a cheap answer to unguided missiles targeting sensitive areas, which is a major reason why Israel considers an 80-90% interception rate as a success for the Iron dome program. Any other scenario, anything short of 99% would be considered a failure.

Iron Dome is combat proven system which protects against all types of artillery rockets (MLRS). Ranging from small 107-mm Type 63 to huge 300-mm Smerch and 330-mm Fajr-5. Iron Dome missiles are relatively cheap (~40 K per interceptor compare to 3 million for Patriot PAC-3) and can deal with large salvos. It was developed by Israel alone.
US does not have anything similar. Here US missile defence systems:
* Patriot PAC 2/PAC 3 - against short range ballistic missiles.
* THAAD - against intermediate range ballistic missiles.
* Standard SM-3 - against intermediate-long range ballistic missiles.
* GBI - against long range ballistic missiles.
None of them is designed to deal with artillery rockets and even the smallest PAC-3 interceptor is about 70 times more expensive than Iron dome.
Israel has anti missile systems as well:
* David's Sling is similar to PAC-3 but should be cheaper (1M per interceptor instead of 3M).
* Arrow-2 is somewhere in between PAC-2/3 and THAAD.
* Arrow-3 should be similar to THAAD / Standard SM-3, but again cheaper.
