Govt Wants to Introduce Duty-Free Import of Electric Cars

The Ministry of Climate Change is mulling over an amendment that will allow electric vehicles to be imported duty-free under the proposed Electric Vehicle Policy. The local automakers have heavily criticized this scheme, calling it an attempt to kill the industry.

Interestingly, the climate change ministry has exceeded its mandate in preparing the draft copy of the Electric Vehicle Policy, as the auto industry falls under the purview of the Ministry of Commerce and Ministry of Industries and Production.

The policy will be discussed in the next cabinet meeting for approval. The Climate Change ministry had published the draft on its website before this but had to take it down after objections from Ministry of Industries.

Sources say that the Climate Change ministry was told to stay out of the auto sector by the Industries ministry but that didn’t stop the Climate Change ministry as they continued to work on the policy.

The Ministry of Climate Change wants to allow electric cars to be imported duty-free as they are expensive and making them duty-free would help make these cars commercially viable.

However, the idea has come under fire from the domestic industry, which says that it would negatively impact the local industry and lead to thousands becoming unemployed.

Local production is already quite low due to lower orders from customers. Officials have pointed out that other than the engines of both fuel-operated and electric-operated cars the rest of the parts are same.

There are also concerns that the auto part industry would suffer if the importers started selling electric car parts in the country.

Creating a Market for Electric Cars
Last Month, Malik Amin Aslam, Adviser to Prime Minister on Climate Change met with Ali Asghar Jamali of Indus Motor Company to discuss the electric vehicle policy.

Malik Amin underlined the government’s commitment to creating a market for electric cars in the country. He was of the view that a new auto policy should be formulated as the Auto Industry Development Policy 2016-21 wasn’t the fit for electric vehicles.

In response to this, Ali Asghar suggested that the local industry should be encouraged to manufacture electric cars instead of importing completely built units (CBUs) of electric cars.

What local industry? Assembly few parts of cars from 90's era and calling them local is hilarious.

This should be allowed till "local" automakers start making modern electric cars.
give 10 year taxbreak to companies builidng local EVs and impose a zero sale tax regime to make them cheaper than combustive engines..ask PSO to build around 1000-2000 recharging stations on GT road and motor ways and vola you willsee a boom

electric cars may be a good initiative, but it will surely sink the existing auto industry.

IMO, first govt. should think to tax free solar energy systems, and allow people to live off the grid.

Instead of encouraging local manufacturing of EV's, this govt is seeking to import them while advocating the need to reduce imports, lol. Duty free import of EV's will drastically increase our import bill. What a bunch of mofos.

What about bringing down oil bill? If majority start using it? By the way we already import cars in huge numbers.

Cars are already imported. More EV cars on road can kickstart revolution. After some years Pakistan can impose tax once locally made EV are available. Otherwise so called locally made cars from 90's tech will still be made in 2050.

Be careful. Be very careful. Certain importers will put very little electric drive and claim their foreign built "hybrid" cars as electric.

Great step.In longrun it will decrease imports of oil and inflation and will also reduce pollution

Encouraging local manufacturing would be a much better option than duty-free import.

Maybe instead of going full EV - the government could first encourage hybrid vehicles as a first step.

With regards to EV - electric vehicles are as clean as your country's source of electricity. If most of our electricity cones from coal and fossile fuel - it makes little difference if you drive a car that runs on fossil fuel or on electricity that is produced by fossile fuel.

Instead they should encourage local assembly with some manufacturing of solar panels and cleaner energy sources. We have plenty of sunlight and that should be the priority. EV cars should come later.

As much as people here don't seem to care - destroying your local manufacturing - which is not 100 import - will be bad for the economy. These 100-200 thousand cars are manufactured in plants that employ people. Those jobs contribute to the communities and general economy.

Hopefully a sensible policy will be developed after due considerations.

Very good.. here in barcelona City Council is going to Ban diesel cars upto2005 to help bringing Electric cars we have a electric charging station here in Barcelona bcnis moving towards electric cars..We are still fighting to keep 90z era tech...

I heard in Euro zone they have passed some regulation that after 2030 all new cars sold will be electric.


We have to get on the electric car bandwagon NOW or we will be left behind as usual.
