ISLAMABAD - Interior Minister Rehman Malik on Saturday informed that his ministry had abolished the Immigration Watch List considering it had no legal cover and now only Exist Control List (ECL) would exist and be upgraded in the future.
He was talking to media persons after attending a high-level meeting during his visit at FIA Headquarters. Earlier, two list, Immigration Watch List and ECL were upgraded by the Ministry of Interior to bar the those going abroad or keep them under observation whom the government or courts had ordered not to leave the country or wanted by the law enforcement agencies on different charges.
The Interior Minister informed that the administrations of Internet based search engines like Google or YouTube were not extending their support with FIA to nab the people involved in cyber crime and Interpol help was being sought in this regard. He said that a case would be registered against the Google administrator if it did not help FIA in future and threatened that Google could be blocked in Pakistan for non-cooperation.
Rehman Malik also disclosed that the terrorists involved in Mumbai attacks had used the Internet based telephonic service based in US and proposed that action should be taken against the international service provider according to their laws for their involvement in cyber crimes.
He admitted that some people were involved in grey trafficking in connivance with FIA and Pakistan Telecommunication Authority (PTA) adding that zero tolerance would be adopted against such elements. “ We can save Rs 300 to 500 million dollars annually of the national kitty by curbing grey trafficking,” he added. Chairman PTA who was flanked by minister said that better coordination between FIA and PTA needed to curb grey trafficking.
The Interior Minister said that human trafficking in the country could not be stopped due to poor action and porous borders of the country. He said that anti-human trafficking laws would be made more stronger as well as legal branch of FIA was being upgraded for stronger prosecution.
About the Karachi situation, he said that the law and order situation in the metropolitan had improved due to the action taken by the government. “We are celebrating a brotherhood week in Karachi next week,” he said.

[/COLOR]Earlier, a high level meeting under the chair of Interior Minister Rehman Malik held at FIA Headquarters reviewed the working and performance of Federal Investigation Agency (FIA). Secretary Interior, Director General FIA, Chairman PTA and other senior officers of FIA attended the meeting. For the preparation of the visit of Federal Minister for Interior, the three-day conference of Economic Crime Wing (ECW), Anti-Corruption Wing (ACW) and Immigration Wings was also held at FIA HQs from 15 to 17 September.
Additional Director Generals ECW, ACW and Immigration Wing reviewed the performance of the deputy directors of the respective Wings and provided guidance and issued instructions for expeditious disposal of cases / enquires, says a press release issued by the Interior Ministry.
Director General FIA convened directors conference on 16 September in which zonal directors Punjab, Sindh, Balochistan, KPK and Islamabad gave presentations about their performance.
The Interior Minister got presentation on cyber crime as well as grey trafficking and instructed to launch crack down on illegal business of grey traffic in order to save the national exchequer from losses of millions of rupees. He urged upon the zonal directors to intensify the anti-corruption drive and early disposal of cases / inquires and to achieve maximum convictions against the accused. He also directed to launch a vigorous campaign against proclaimed offenders, court absconders and human traffickers.
The Minister for Interior took immediate cognisance of complaints of corruption against Sajid Akram Chaudhry, Deputy Director FIA Lahore, who has bee made OSD and an enquiry team under the head of additional secretary Ministry of Interior is probing into the allegations against him.
He directed to devise a fair and judicious policy in respect of posting / transfers of the immigration staff and desired that competent, professional and honest officials / officers might be posted in the immigration. The Minister for Interior addressed all officials / officers of FIA HQ and granted passionate hearing to their personal and official problems.
Minister for Interior announced pay package for FIA equivalent to other police forces, martyrs package, purchase of operational transport / vehicles and a housing scheme for the members of FIA. He announced lifting of ban on recruitment against more than 700 vacant posts in FIA. He also desired to submit a proposal for increase in existing strength of FIA.
Rehman Malik directed the DG FIA to prepare a proposal for extending operations of FIA into FATA / AJ&K and establish a director’s office in Gilgit-Baltistan at par with the provinces. He promised to hand over one of the buildings vacated by devolution of certain ministries to accommodate Islamabad zonal offices.
The Minister was briefed by PTA and FIA about the grey traffic and the action taken by PTA as well as FIA through monitoring facility and raids for blocking the same. The minister was informed that 102 persons involved in grey trafficking had been arrested in 44 raids during some last two or three years. The action against grey trafficking saved approximately 05 million US dollars per month to the universal service fund. The minister would be requesting the government to re-visit the APG regime so that the revenue generated from the in coming traffic could contribute to the government exchequer.
The Minister for Interior announced a supplementary grant of Rs.03 million as secret fund to its cyber crime project, NR3C. The NR3C would be provided the entire budget it requires in the next financial year. All posts of NR3C must be filled and the ban would be lifted.
The PTA would provide the call data to FIA through focal points. The meeting decided that a new Cyber Crime Act would be introduced. Meanwhile all sections of PPC would be brought on FIA schedule, which would empower NR3C for proper investigation. Anyone who is involved in grey traffic, whether politician or bureaucrat would not be spared. Action would be taken against the zonal director PTA and circle incharge of FIA if grey trafficking was found operating in their area.
The Minister for Interior would take up the matter with the Ministry of IT for upgradation of monitoring equipment. This will increase the capability of PTA to monitor grey traffic.

Pakistan should conduct a research to determine what kind of risk do Google presents for National Security because its literally a spy agency stealing data and transferring it to CIA
