That is a little hard to digest. How can an alleged criminal control the underworld in India to such an extent?

I know, hard to digest, shameful, But true. I live in Mumbai, and everyone here knows his control over the business here.
With the rampant corruption, everything is possible.

Pakistan provides him cover only because he is an asset to them primarily because,
1. His network in India(which provides local assets and intelligence when required)
2. His penetration of the Indian finances to some extent.
3. Arms supply to terrorist cells when required.
4. Channels of illegal entry.......and a few more.

Instead of launching an operation against him and risking lives of our commandos, if we can cut off these things, he will stop being an asset to Pakistan and then we may be get him with relative ease, If he does not flee........

Shahryar Khan did accept the fact that Dawood is in Pak, I think that is more than enough of a reason to realize that Dawood may still be in Pak.
