Voting in a country where democracy is maturing (refused to allow to mature) is extremely important and saying things like this is incredibly irresponsible unless he has an agenda.

Let's do a thought experiment: temporarily erase the border between China and the Subcontinent. No immigration control, nothing at all. Which way would be the flow of people? Towards democracy or away from democracy?

The only thing that matters is how well he upholds he rule of law in his judiciary, and prevents the likes of ADSJ Dilawar making sham judgements, getting people (not only the PTI women, but everyone) justice, and making sure police doesn't have the ability to just pick up anyone even after 12 bails.

We all know what that agenda is.
Unfortunately, legal language is not 'user friendly'. If the Supreme court Chief Justice believes voting is a fundamental right, he has to order the government to hold elections to allow voting. Because the job of a Supreme court is to defend fundamental rights. No court in any democracy orders the government to hold elections. It is normally considered the duty of the government (i.e., the executive). Judiciary is generally reluctant to insert itself into conducting elections unless there is a dispute to be resolved.

True, but while China may not be a democracy, it is not a plutocracy either. China can, and does crack down on its billionaires, for whatever reason. The subcontinent elites are money hungry, and dislike the fact that people from the lower strata want some say in decision making too. It's not about which economic ideology you support. It's about 'keeping people in their place', an attitude that stems from historical divisions.

Many developing countries show class or other social structures that tend to wither away when economic growth improves. USSR, China, USA, U.K. all had strong social strata early in their development and now look much more 'class less'.

I am not sure what the fuss is about. The right to vote is not a fundamental right in most democracies. Even in the US, if you are in jail for a felony, you cannot vote in most states.

It is a common belief among many people that all good things should become 'Rights'. There are activists who demand Right to vote, Right to education, Right to be healthy, Right to be not hungry, Right to be safe etc. Enumerating each of this as a Right means the Supreme court has to be scaled up a hundred-fold to defend the government from all the violation of 'Rights'. So, let's make health as a right, then a sick person can sue the government if he can't afford a treatment even though he smoked cigarettes all his life. A hungry person can sue because his pantry is empty because he ran out of money at month end due to poor budgeting. So, the entire government becomes a giant creche.
