The German government has reportedly made a major decision on military spending. According to a leading daily, Germany will buy an air defense system developed by the US, Italy and Germany.


The "Süddeutsche Zeitung" (SZ), a leading German national daily, reported on Friday that Berlin's defense ministry had decided to purchase the Medium Extended Air Defense System (Meads) developed by US defense giant Lockheed Martin in cooperation with German MBDA and Italian companies. The defense ministry has, however, so far declined to confirm the report, saying a decision would be announced before the end of June.

The project to develop the mobile, surface-to-air defense system began 10 years ago. But then the US government decided not to purchase it, claiming development was too far behind schedule. In 2011, the German defense ministry followed suit, saying it would abandon plans to buy the system - having already invested over 1 billion euros ($1.14 billion).

A new defense system would to replace the Bundeswehr's current "Patriot" missile equipment (pictured above) developed by US company Raytheon in the 1980s.

Meads is a mobile surface-to-air missile system designed to ward off attacks from tactical ballistic missiles and aircraft. In 2014, developers announced that a Meads unit had a 360-degree firing arc, and so could successfully deflect simultaneous rocket attacks from different directions.

The system comes with a price tag of 4 billion euros which would make it the most expensive purchase in years.

It comes at a time of mounting criticism of the Bundeswehr's faulty and outdated equipment. Recent media reports revealed serious problems with several types of aircraft crippling Germany's military abilities at a time when the country is considering greater international engagement.

In a report published late last year, nine major projects including the military Airbus A400M transporter, the Tiger and NH90 helicopters and the Eurofighter jet - worth almost 60 billion euros when combined - were running between two and 10 years behind schedule, resulting in substantial additional costs.

Recently even the Bundeswehr's standard G36 assault rifle was revealed to have serious technical flaws.

Any new major procurement decision is likely to come under special scrutiny following the Bundeswehr's recent history marred by crippling delays and failed investments: The delivery of Puma tanks, frigates and helicopters were delayed, which has been blamed on faulty project management. The previous defense minister Thomas de Maiziere, who now holds the interior ministry post, came under attack two years ago when he pulled the plug on a drone project into which Germany had already invested billions of euros.

The reported decision in favor of Meads can be seen as giving a boost to the defense sector's image: MBDA employs 1,300 in Germany alone.

MEADS is built by Lockheed Martin along with European defense group MBDA, which employs about 1,300 in Germany, according to Sueddeutsche Zeitung.

If Germany selects MEADS, it would become the first nation to deploy the missile defense system, and an important customer since Germany is NATO's lead country for missile defense.

NATO leaders traveled to Syracuse to watch Lockheed Martin demonstrate the surveillance radar, which can search 360-degrees for incoming missiles, planes and drones and be hauled around on the back of a truck.

Collapsing would not be the correct term.

There is no doubt that Russian Federation is working to damage inter EU relations but cant deny that the Russian foreign reserves fell down due to its involvement inside Ukraine.

Russia is inviting China and India to arctics but so is the Norway.

Norway is having pretty good Airforce , Navy and quite strong Air Defenses.

The German government has decided to buy the MEADS missile defense system built by European defense group MBDA and Lockheed Martin Corp, instead of the Patriot system built by Raytheon Co, a German government source said late Monday, confirming reports in German and U.S. media.

German television station ARD said the German army had decided to opt for the next-generation Medium Extended Air Defense System (MEADS) in a deal that could be worth up to $4.5 billion to the companies involved.

MBDA is a consortium that includes Italy's Finmeccanica SpA, Airbus Group and Britain's BAE Systems Plc.

In New York, where Lockheed has a large facility, the Syracuse Post-Standard quoted Senator Charles Schumer as confirming the decision. He told the paper he had been informed about the decision by the German embassy.

Lockheed could not confirm the news. No comment was immediately available from Schumer's office.

The decision marks the end of a hard-fought competition over Germany's future missile defense system, and could trigger follow-on orders from Italy and the Netherlands in coming years.

Lockheed Chief Executive Marillyn Hewson told an investor conference last month that Lockheed saw strong continued demand for missile defense systems, and a MEADS contract award from Germany could "open the door" for orders from other countries.

She said the MEADS system offered 360-degree protection from missile strikes and had proven its ability to simultaneously intercept two targets coming from different directions.

The United States, Italy and Germany spent several billion dollars developing MEADS over the past decade as a successor to the Patriot system, but Washington decided in 2012 to withdraw, citing budget cuts.

Poland recently opted to buy an upgraded version of Raytheon's Patriot system instead of MEADS.

Selection makes Germany the first country to benefit from MEADS development


ORLANDO, Fla., June 9, 2015 – The German Federal Ministry of Defence has chosen the Medium Extended Air Defense System (MEADS) as the basis for Taktisches Luftverteidigungssystem (TLVS), a next-generation network-based tactical air and missile defense system. It will replace Patriot air defense systems initially fielded in the 1980s.

Lockheed Martin (NYSE: LMT) will share in development of Germany’s TLVS with its MEADS International partner MBDA Deutschland.

“Lockheed Martin is fully committed to the success of TLVS,” said Rick Edwards, president of Lockheed Martin Missiles and Fire Control. “It reflects our continuing commitment to international partnerships and ongoing support for the German government’s leadership role in European missile defense.”

MEADS has been developed through MEADS International, a cooperative venture between MBDA and Lockheed Martin. The TLVS program ensures seamless continuation of this successful development partnership. Lockheed Martin companies in Dallas, Texas; Huntsville, Alabama; Orlando, Florida; and Syracuse, New York, are expected to support the German program.

“With this decision in favour of MEADS, Germany has opted for a powerful, state-of-the-art, long term ground-based air and missile defence system sufficient to meet the threats both of today and of the future,” said Thomas Homberg, managing director of MBDA Deutschland. “It is now our shared responsibility, together with the armed forces, to provide a solid basis for the introduction of the system.”

In 2013, at White Sands Missile Range, New Mexico, MEADS became the first air and missile defense system to demonstrate a dual intercept of targets attacking simultaneously from opposite directions. MEADS is designed to significantly reduce operation and support costs by covering a larger area with less manpower and equipment, and less demand on airlift. Once in theater, MEADS elements emplace more quickly and can be repositioned without shutting the system down.

“We are honored that MEADS will provide the foundation for Germany’s next-generation air and missile defense system,” said Mike Trotsky, vice president of air and missile defense at Lockheed Martin Missiles and Fire Control. “Only MEADS has demonstrated the advanced network capabilities and 360-degree defense that are now essential requirements for air and missile defense systems.”
