Legislation allowing families of 9/11 victims to sue kingdom for damages passed despite veto threat by White House.

The US Senate has passed legislation that would allow families of 9/11 victims to sue Saudi Arabia's government for damages.

The development sets up a potential showdown with the White House which has threatened a veto.

The Justice Against Sponsors of Terrorism Act (JASTA) legislation passed unanimously on Tuesday.

It must next be taken up by the US House of Representatives where no vote has yet been scheduled.

Saudi Arabia denies involvement in the September 11, 2001, attacks on the World Trade Center and the Pentagon 15 years ago, threatening to sell the kingdom's $750bn worth of assets in the US if such legislation becomes law.

President Barack Obama has opposed the legislation.

Adel al-Jubeir, the Saudi foreign minister, has said his country's objection to the bill is based on principles of international relations.

"What [Congress is] doing is stripping the principle of sovereign immunities which would turn the world for international law into the law of the jungle," he said in a statement on Tuesday.

Josh Earnest, White House spokesperson, said Obama continues to "strongly oppose" the Senate measure as eroding the principle of sovereign immunity and increasing the vulnerability of US interests in foreign courts.

"Given the concerns, it's difficult to imagine the president signing this legislation," Earnest said.

If passed, the legislation would narrow the sovereign immunity of other governments in federal courts, allowing lawsuits against foreign states for injuries, death and damages inside the US as a result of a tort, including an act of terrorism, committed anywhere by a foreign state or official.

"Victims and families who have lost loved ones in terror attacks deserve the opportunity to seek justice," John Cornyn, Texas senator and sponsor of the legislation, said.

'One step closer'
Charles Schumer, New York senator, said the US was "one step closer to justice for the victims of the 9/11 terrorist attacks" and urged the House to vote on the measure.

"In their pursuit of justice, 9/11 families were told American law prevented them from pursuing justice against those who funded the attacks," he said.

"JASTA will help these families seek justice and also serve as a deterrent to other nations who'd assist in terror attacks against Americans."

Fifteen of the 19 hijackers who carried out the attacks were Saudi citizens.

In a 2003 report, the US government's 9/11 Commission said there was no evidence Saudi Arabia had funded al-Qaeda.

Last year, a US judge dismissed claims against Saudi Arabia by families of victims who accused the country of providing material support to al-Qaeda.

US District Judge George Daniels in Manhattan, New York, said Saudi Arabia had sovereign immunity from damage claims by families of nearly 3,000 people killed in the attacks, and from insurers that covered losses suffered by building owners and businesses.

WASHINGTON (News Desk) – The US Senate has unanimously adopted a bill that would allow the families of 9/11 attacks victims to sue Saudi Arabia over its possible role in the terrorist attack.

The legislation titled “Justice Against Sponsors of Terrorism Act” will no head to the House of Representatives.

However the White House has categorically stated that President Barack Obama will veto any such legislation if okayed by the House as well.

“This legislation would change long-standing, international law regarding sovereign immunity. And the president of the United States continues to harbor serious concerns that this legislation would make the United States vulnerable in other court systems around the world,” White House spokesman Josh Earnest said.

Under this bill, any family member of those directly or indirectly affected by the 2001 terrorist attacks would be able to move US Federal Courts seeking a compensation for the damages. These reimbursement are supposed to be paid through Saudi Arabian assets in United States.





It is also relevant to be mentioned here that Saudi Foreign Minister Adel al-Jubeir, last month, had told American lawmakers Saudi Arabia will sell up to $750 billion properties in US to avoid having them frozen by federal courts.

Two hijacked planes had collided into New York’s World Trade Centre -also known as twin towers- in 2001. Some 3,000 US citizens were killed in the terrorist at, while hundreds of families were economically affected by the consequences.

As many as 15 of the 19 total hijackers of the planes were found to be Saudi citizens. Some members of Saudi Royal Family are also blamed for sponsoring militant groups such as al-Qaeda. Riyadh, however, has always dismissed such claims.

The Senate of USA passes the controversial bill, Even after KSA said they will take 750Billion out from USA economy.
Although President Obama will veto this bill , but this movement is just started it will take momentum in Future and if some how Mr Trump wins then I guess it will be the First bill (joined with a bill with sanctions on Pakistan) which will pass and become Law.
I take it as a 180 degree change in USA Foreign Policies, If we talk about KSA they are the Biggest and most loyalist Ally USA will ever Have or Had , Just look at the Oil Prices If KSA droops its Production the Prices will go up and Russian Economy will take a breath of relief , but USA don't want that and Her Ally KSA helped Her.
Look at the Arms That KSA buys from USA, Billions of Dollars every year , there are hundreds of other things we can talk about all in favour of USA.
After all that and decades of Loyal Ally ship , USA change Her Face away from KSA . What you all think about this.

All Saudia Arabia could do is cancel the citizenship of people involved in terrorism. When they are not your citizen, you are not responsible for their actions. Or simply prosecute the dead and announce punishment for them for the sake of justice. Also if there are living culprits in Saudi Arabia or abroad, just prosecute those bas!.

USA only has as much leverage towards Saudis as much they are willing to surrender. If families of 9/11 would sue terrorists, fine.. go for it but would families of victims sue the country where terrorists were born.. that would be crazy.

But on the main note, Saudi's need to realize their power doesn't lie in the willingness of Americans to not harm them. Wake up, Saudi's.. Wake up! Stop building tallest buildings, stop fighting with each other, stop being Stupid.

Main reason, Saudis are the ring leader they enjoy the safety of US while they use their "charity organization" to exert control in other ME countries which are main producers of such extremist. Now since they don't have these training grounds in their homeland it is hard to implicate them.

There is no possible scenario that would result in this becoming law. It's an election year. Republicans may say ridiculous things, but at the end of the day they only care about money. This bill would essentially destroy the mutual immunity that allows the US to avoid being sued by other countries. Imagine what would happen if governments around the world decided that the agreement was over and that their citizens could sue the US for X, Y, and Z. There's literally no chance that Congress would open themselves up to that kind of liability. But it makes good headlines when they know that Obama will be forced to veto it.

It's good publicity as well considering their several trillion (!) big debt.

Edit: I just remembered that Trump is their nominee. It seems that they are already OK with burning the whole house down to the ground.

Let's assume that this becomes law. KSA will just sell their $750 billion in treasury securities and numerous other investments (worth some 2-3 trillion US dollars in total) which will hurt US economy tremendously and the next day declare a "special" relationship with our biggest trading partner China and long-time partners. Not only that finance and lobby every single state that has any reason to equally sue the US. Eventually the US will lose much more than they will gain.

In fact KSA should sue the US for their destructive role in neighboring Iraq (which impacted KSA directly), Afghanistan, Libya, Vietnam and countless of other nations across the world. Get China, Russia and others onboard.

Not to mention that KSA has no role in 9/11 whatsoever which the commission in 2004 proved and nothing else since (real evidence not just empty talk) has proved otherwise.

I liked al-Jubeir's answer the most. (for the Arabic speakers here, after all it's the 5th most spoken language in the world and one of the 6 official UN languages)

I don't know if you are being naive or immature to believe that they only care about money. Many rich billionaires have donated everything they owned to charity. There's more to it but you cannot perceive it because to you money is everything. As for suing the US, which court in the world is going to hear your case? Such claims have already been dismissed by US courts due to ambiguous information..and even if they 28 pages are released it is only Obama administration trying to look like a hero when Saudis themselves have demanded the release of this information of several occasions.

So far all the information released is again ambiguous which implicates some private individuals and lower level government employees. When the picture is studied as a whole this is simply a case of bluffing and speculation. The passing of law does make Obama administration look like a hero in opening up a get rich quick possibility but the real facts dictate the such implications are based on entirely ambiguous information.

These are just political pressures at best. End of the day USA needs Saudi Arabia and it is a mutual dependency. May be Americans are venting some steam over Saudi action in the oil markets which pushed several shale producers out of market. Money rules politics and such a move is entirely for monetary benefits.

Just to correct ,reason why KSA not lowering output has some points in crushing Russia but not 100% as Iran is the new player in town which is not cutting production down so KSA will not do that in order to maintains its position as leaders in oil producing nations .There is some difference between US and KSA over this bill and Trumph will be the first to lick the saudi boat reason why he is a business man and Saudis have enough assets to make US bleed specially in this time .Nothing Big will come all are ok in KSA with little inflation and thats it there advisors are very efficient and soon this problem will be sort out .
