Funds for Balochistan, Fata being spent on Punjab, revealed in meeting of Senate committee

ISLAMABAD – Allocated funds for the development of the Balochistan and Federal Administrated Tribal Areas (Fata) are being spent on parks, roads and metro trains in Punjab.

This was revealed in a meeting of Senate Sub-Committee on Information Technology and Telecommunication. It has also been revealed that Rs 500 million, allocated for telecom sector of Balochistan and FATA, are being spent on construction of a stadium in Sialkot.

The sub-committee expressed disappointment that the survey for providing mobile phone service in Fata was not being carried out. The meeting of the committee was held at the Parliament house under the chairmanship of Senator Taj Muhammad Afridi.

Taj Muhammad said that the residents of these areas have sacrificed their lives in a war on terror, adding that steps should be taken for their welfare. He further added that Rs 55 billion has been allocated for telecom sector by the government, but bureaucracy and institutions were using delaying tactics in this regard.

The China-Pakistan Economic Corridor (CPEC) projects will bring development to the whole region, but telecom services were not available at its routes, he said.

Khyber Pakhtunkhwa (KP) Home secretary informed the committee that the department had not yet received NOC from Fata Secretariat for conducting a survey for providing telecom services.

Taj Muhammad called for the survey to be completed as soon as possible with the help of political agents of Bajaur, Mohmand and Khyber Agency.

During the meeting, Senator Muhammad Usman Kakar said that chief secretary of Balochistan might consider himself a viceroy as he did not give any importance to the meeting of standing committees. He also said that a report regarding implementation of survey in agencies must be presented before the committee within 15 days.

Universal Services Fund (USF) authorities informed the sub-committee that 75 percent of the work had been completed on the fiber optic network, while security issues had interrupted development in some areas. The committee members responded that parliamentarians would settle the issues with the cooperation of provincial administration.

Senator Usman Kakar lashed out at the Pakistan Telecommunication Authority saying that its efforts should be directed towards providing services to the public instead of the defence of the private service provider companies.

The convener appealed to the Prime Minister Nawaz Sharif to give special attention to ensuring the availability of 3G and 4G services in Fata and Balochistan.

That's really disgusting and unfair..and that's the risk for the federation ...the integrity of the country. All the provinces must be given their share and it should have retrospectively if we really don't want to see any troubles in near future.

Though we are against the separatist movements and terrorists organisations like BLA / BLF / BRA for their terrorist activities and playing in the hands of our enemies. But at the same we also need to end this injustice as this is the main culprit behind the initiation of separatist feelings among people. We should remember that enemy can only exploit the fault lines in our society, if we don't have any..guess what..they won't be successful.

I do not think this the case here....Whenever any investment happens by foreign countries, they always look for the best possible return. In your case, Punjab and Sindh are areas where major economic activity is done....Now, after you get the investement and Tax money from CPEC, you can then rediect that fund to your under developed areas...To expect that China will also sacrifice its economic interest and invest in the areas like Western part of Pakistan is unjust and unfair....Pakistan politician has to understand it.

Before going on usual rant. There is 0% truth in anything these senators said. Neither N is building Sialkot stadium or metro buses/parks are from Balochistan/FATA budget. This right here is perfect example of playing politics based on lies.

anything anyone from other parties say against PMLN is the truth and kids will have a field day here, hey kids these senators are the ones involved in big corruption too they have party affiliations too and they are speaking the language of politics but the only disgusting part is that they creating inter-provincial hate...do you kids think that Baluchistan govt will sit quietly if their funds are being spent elsewhere. check the messenger for authenticity of the message.

Yes. First of all metro buses and parks are from punjab budget. They rather spent on other areas with in punjab? Sure but that is different issue. And IT funds transferred for Sialkot stadium is another lie. Even if they were building new stadium in Sialkot then ITT can't simply transfer funds to project which is clearly provincial and nothing to do with technology and information.

From what i can read, this mishap was revealed by the relevant federal government ministry upon questions by the Senators. This is how traditionally the standing committees work, where the parliamentarians submit their questions and the relevant ministries have to submit the answers. This is how we were able to discover how Nawaz Sharif used the PIA jets for his personal use during his visits to London, which resulted in millions of rupees worth of loss for the taxpayers.

This senator is lying through his teeth. Punjab with 60% of Pak GDP, 50% of population and by default biggest generator of revenues can't build anything. It most be from FATA funds which is yet to be part of mainstream with minimum contribution to federal kitty. Corrupt senators are playing hate politics.
Anusha Rehman Rubbishes the News of USF Amount Spent on Stadium in Sialkot


The news of building a stadium in Sialkot while using USF by Minister of State Anusha Rehman, appeared yesterday on few blogs and newspapers as well; has been nullified by the Minister today at the IT Awards 2016 event. The Minister Anusha Rehman Rubbishes the News of USF Amount Spent on Stadium in Sialkot. She informed the media that no such step has been announced from Ministry side. Anusha Rehman said that:


“I can’t even violate the Government mandate by giving Rs. 500 million of Universal Service Fund (USF) for construction of a Stadium in Sialkot.”

Meanwhile, the CEO of USF, Mr. Haaris M Chaudhary also supported Minister’s stance on the issue and said that:

“This news is not true and USF budget can not be entitled to used for construction of such stadiums.”

We must all agree that “CRITICISM” leads no where as the world is already full of hatred and negativity. Hence, before confirming any news from Ministry of IT & Telecom (MoITT), we are not entitled to prevail such news in country.

Federal has been already clearly violating article : Article: 161 Natural gas and hydro-electric power. By refusing to share the revenue of the resources of balochistan to its real owners which forces us to depend largely on funds that gets eaten by sometimes other provinces and sometimes by the politicians . This news no surprise to me .
