French National Assembly OKs bill to strip terrorists of citizenship

Paris (CNN)French lawmakers gave preliminary approval Wednesday to a bill that would allow terrorists to be stripped of French citizenship, or at least of rights associated with it.

The National Assembly, the French Parliament's lower house, approved the measure by a 317-199 vote.

The Senate must still approve the bill if it is to become a part of the French Constitution.

But the legislation has already split the ruling Socialist Party badly. Justice Minister Christiane Taubira resigned in opposition to the measure.

"I am leaving the government over a major political disagreement," Taubira said. "I choose to be true to myself."

President Francois Hollande put forward the proposal in the wake of the November 13 Paris terrorist attacks that killed 130 people.

Overall, the legislation is intended to give the president greater powers to declare a state of emergency without, as is now the case, first asking for a vote in the Parliament.

A U.N. convention discourages countries from leaving people without any citizenship. France is a signatory to that convention.

The first draft of the measure called for stripping those with a second nationality who committed crimes against the nation to be stripped of their French citizenship. It caused outrage in some quarters, particularly on the left, on the grounds it would penalize those with second citizenships but not most of the French, who have only French passports.

The new measure still calls for stripping those with another nationality of their French citizenship. But it adds that those with French citizenship can be stripped of "the rights attached to it," implying that those with only one citizenship will face similar punishment to those with two or more.

The Senate is expected to vote on the bill March 22.

Any constitutional changes require both chambers of the Parliament to convene in a Congress in Versailles and proceed to a vote that receives a three-fifths majority. The Constitutional Council, France's highest court, must then review the text before the constitution can be amended.

I hope there is no opposition for this; i think its quite obvious that someone joining an terrorist organisation is forfeiting its right to be a citizen of its nation.

True, Israel set a good example for us with its zero tolerance of anyone joining a terrorist group against it's own country.

According to the bill, only people with dual citizenship could be stripped of their Israeli citizenship entirely. Someone without dual citizenship could still lose his Israeli citizenship, but would be granted status equivalent to what Israel grants foreign workers.

Yes, i red that today, no surprise there. Sweden and Germany are brothers in arms in this regard(Sweden is even worse). :lol:
I red that Sweden will imprison any Swedish citizen who join and fight for terrorist group and return home to plan attacks against their own country. Sweden says it will imprison them for a maximum of 2 years(to be freed earlier if they behave well.) LMAO.:rofl: Sweden is getting very tough against terrorists indeed.:omghaha::omghaha::omghaha::omghaha:

Useless law. There should be a way to strip people of rights without stripping them of citizenship. Death penalty is already an example. It will only help people who want to take advantage of citizenship while being terrorists. Except the due process of law, citizenship offers nothing substantial to terrorists. And if taking away that right is possible by a terrorist stamp, many innocents might get it.

Didn't one of Sweden's police officers make excuses for the "boy" who stabbed a refugee worker to death? These people are mad, mad, mad.

Useless law. There should be a way to strip people of rights without stripping them of citizenship. Death penalty is already an example. It will only help people who want to take advantage of citizenship while being terrorists. Except the due process of law, citizenship offers nothing substantial to terrorists. And if taking away that right is possible by a terrorist stamp, many innocents might get it.
The EU doesn't allow the death penalty. Another reason for us to leave.

This do not serve at all the fight against terrorism.

But it open a new door, a very dangerous one.


Today we agreed that this law will be applied against whoever is recognized as terrorist. U won't discuss about its validity, or efficiency.

But tomorrow, even anyone could be accused of being a terrorist and get stripped of his nationality.

And we know, how law are used by the people in the power, or by people who act behind the scene for their own advantage...


Tomorrow any Muslim, well educated, could be targeted just to keep Muslims in lower classes of the society. I'm witnessing this trend here in France. Mark my words.

It's not France's policies but as policies are made by people, and people with manipulations skills... Thoses people have interested in doing so...

I couldn't understand how practical is this ? So, what happens to these guys stripped out of French citizenship....are they going to be dumped into a remote island ? Or how can a person live in a country without citizenship....you can't own, rent a home, can't buy a car, can't get treated in a hospital, can't get a job etc....

I think its only for people with double citizenship since it would be impossible to send people in their home countries without a citizenship.
