Well this is a very old thinking that Pakistan is a failed state. I remember in 2004-2005 there was a US delegation that visited Pakistan Institute of International Affairs (PIIA) Karachi, and within a few days a Swiss delegation followed. Then there was the British High Commission delegates that also did some seminars and asked questions. All these delegates visited other parts of Pakistan before their Karachi visit where they would all say one thing that it is really very difficult to understand that how Pakistan is still surviving. All the books and parameters indicate that it is a Failed State but in reality it is not. The growth rate and the common persons thinking does not make Pakistan a failed state. There are people who some time question the short comings and limitations of the international community and remind our commitments towards Pakistan on which we are just speachless.
