Don't get off topic bro. Of course Pakistan's ranking is going to be of interest to India (and the world) considering Pakistan being unstable causes regional/global instability and Pakistan is the nation with the fastest growing nuclear stockpile in the world.

Why shouldn't Indians be concerned?

Pretty sure Indian government is as powerful as Pakistani government in enforcing writ of state. Insurgency might make Pakistan a failed state, but what if India had the same insurgency? They would be in the same position as Pakistan
