Happens in India, usa , uk, etc. Basically democratic or semi democratic countries. Not in hybrid regimes.
Police while facing mobs has a difficult choice, shoot and kill a excited civilian or rely on the mercy of the mob by not shooting. Its a individual choice as they know that the shooting will be investigated and become a noose for their service life.
Wont happen in Pakistan, china, north Korea, where police or security firces shooting is not investigated.
