What OP has forgotten that China & Pakistan can come up with much more capable and powerful regional organization but they are now not interested in it, so best of luck.

China is a budding world power. Containing India is important, but not that important that they will include Pakistan in an official alliance of sorts. That will discourage future prospects for such an org. China will stay close to Pakistan - but ONLY to keep India 'in check'. For her world ambitions, Pakistan has little no role in China's gameplan.
