Foreign troops to quit Afghanistan in 18 months under draft deal: Taliban officials
Reuters - January 26, 2019 - Abdul Qadir Sediqi, Jibran Ahmad, Rupam Jain

KABUL/PESHAWAR, Pakistan (Reuters) - Taliban officials said U.S. negotiators on Saturday agreed a draft peace deal stipulating the withdrawal of foreign forces from Afghanistan within 18 months of the agreement being signed.

The details were provided to Reuters by Taliban sources at the end of six days of talks with U.S. special peace envoy Zalmay Khalilzad in Qatar aimed at ending the United States’ longest war.

They have yet to be confirmed by U.S. officials nor has either side released an official statement. Officials at the U.S. embassy in Kabul were not immediately available for comment.

Khalilzad is heading to the Afghan capital Kabul to brief President Ashraf Ghani after the longer-than expected talks, the sources and a diplomat said.

According to the Taliban sources, the hardline Islamic group offered assurances that Afghanistan will not be allowed to be used by al-Qaeda and Islamic State militants to attack the United States and its allies - a key early demand of Washington.

It is not known if a draft is acceptable to both sides has been completed, or when it might take effect.

The Taliban sources said a key provision to the deal included a ceasefire but they had yet to confirm a timeline and will only open talks with Afghan representatives once the ceasefire is implemented.

“In 18 months if the foreign forces are withdrawn and ceasefire is implemented then other aspects of the peace process can be put into action,” a Taliban source said, quoting from a portion of the draft.

ALMOST DAILY ATTACKS

Other clauses include a deal over the exchange and release of prisoners from the warring sides, the removal of an international travel ban on several Taliban leaders by the United States and the prospect of an interim Afghan government after the ceasefire is struck, the Taliban sources said.

The offer to appoint an interim government in Afghanistan comes at a time when top politicians including Ghani have filed their nominations for the presidential polls in July this year. Ghani has repeatedly rejected the offer to agree to the formation of an interim government.

News of progress on a deal comes as the Taliban continue to stage nearly daily attacks against the Western-backed Afghan government and its security forces.

Despite the presence of U.S.-led foreign forces training, advising and assisting their Afghan counterparts 17 years after the U.S. led an invasion to drive them from power, the Taliban controls nearly half of Afghanistan.

The United States has some 14,000 troops in Afghanistan as part of the NATO-led mission, known as Resolute Support, as well as a U.S. counter-terrorism mission directed at groups such as Islamic State and al Qaeda.

Despite reports in December last year that the United States was considering pulling out almost half of its forces, a White House spokesman said that U.S. President Donald Trump had not issued orders to withdraw the troops. However, the administration has not denied the reports, which have also prompted fears of a fresh refugee crisis.

Hmmn, the yanks are going to try to have their massive embassy intact and plus they will push for bases in that country. Secondly the war will not be truly over as there will assassinations and proxy war in continuation.

What Pakistan must make sure in conjunction with Taliban is that no international jihadi types espousing Arabist causes take root in Afghanistan. American don't give a rats a*ss about Afghanistan. It is too far, has nothing tangible of any benefit to them. Look at the reason why they came here in the first place. To hunt down AQ and OBL. The Yanks had no beef with Taliban.

If Pakistan working with Taliban can make sure no ISIL, AQ or other Arabist jihadis groups that threaten USA or have a anti-western agenda do not take root in Afghanistan that would be blessing for Americans. With that insurance indemnity Pakistan with Taliban can dop what it wants in Afghanistan.

Me thinks the night of long knives will arrive. Start sharpening the knives ..... Hindu Kush v2!

I hope PM IK pitches a deal that Trump can't ignore. Pakistan makes sure in conjunction with Taliban that Afghanistan will never again become a refuge for any anti-western group. And American interests will be safeguarded post US pullout.

In return US saves $billions in treasure and no more US soldiers need to die in a far away, unpopular war. Pakistan OTH gets FTA with USA and open licence to go 'Injun' hunting in Kabul, Jalalabad etc. Win win for Trump and Pakistan.

No wonder Sentor Graham was all smiles and plaudits on his recent visit to see PM Imran Khan.

History plays out in phases on a never ending timeline continuum. Pakistan won this phase. What the next chapter brings is for Pakistan to secure against.
generally agree to this post of yours but fundamentally disagree with your assertion of victory .... its just premature.

Current situation is similar to the situation of withdrawal of Soviet force from Afghanistan, if after withdrawal of US forces Afghanistan's political situation again turn into civil war than it will again eat at least our next 10-20 years which we can not afford, we have already lost our previous 40 years since 1979 because of our wrong focus and priorities outside of our National boundaries. We can not support more Afghan refugees and the issues and crises associated with Afghan conundrum.

A peaceful and politically stable Afghanistan is more important for Pakistan than it is important to Afghans, we must ensure that Taliban and opposition factions also agree to a practical political solution and ensure to deny any space to any anti-Pakistan element, only then we can say that Pakistan Won .....

I doubt there's any truth to this story. The Americans are not going to leave.

Afghanistan whether you like it or not is part of the Pakistan's canvas. To begin with large parts of Pakistan overlap with Afghanistan. This is not something you can wish away. It is reality. It's like Germany and France. Fact is Geermany was source of much death/destruction on France by a far greater magnitude then Afghanistan has been to Pakistan. But in the end both had to resolve issues and today Western Europe is better for it. Similiarly the Af-Pak region has to resolve it issues. You can build all the walls you like.

And as much as you can cite deleterious effects of Afghan wars Pakistan has also been a beneficiary. There is no way the west would have allowed Pakistan to even sneeze nuclear let alone build huge nuclear forces was it not for the cover provided by the Afghan war. I won't even count the $billions that our elite and military cashed out of the Afghan wars over the decades. So the account does not look so lop sided when you look at the negative and positives.

You only choose to pick on the negatives ....

Good for you. You shan't need to worry about 'Hindu Kush v0.2' then.

Basically you are stating past events while I am worried about future because of the historic background of the issue ... two different things so we should agree to disagree
