Although President Barack Obama has taken a U-turn on Syria strike and put the decision over whether to attack Syria in the hands of Congress, political observers see a little chance for the president to get the Congressional nod. Before fighting Syria, he will have to fight first round of his battle with his own Congressmen. And the outcome of Congressional debates over the issue may not be like the outcome of a similar debate in the British Parliament. However, Obama will have to work very hard. According to The Guardian, Republican and Democratic leaders may be expected to back the president's call for military action, but support among lawmakers, who have become increasingly restive in recent months, is by no means guaranteed.
The next tough task facing the President is collecting hard evidence that Syrian regime of President Assad was guilty of using chemical weapons against his own people. Even if the President convinces the Congress of the culpability of Assad regime, the international community will prove to be tough customers who may not buy what the US currently hold on Syria dossier. They already have had the taste of “sexed up” evidence on WMD allegedly possessed by Iraqi regime which turned out to be a false flag may years, millions deaths and destruction later.
If indeed the strike takes place after Congressional approval, then it is not imminent because Congress will not meet before the second week of September. Obama is not the most favorite president with both the houses as he is facing tough opposition on host of other issues. The Congressmen already know the possible reaction of war-weary American public.
According to The Guardian, top Republican in the Senate foreign relations committee, Bob Corker, said Obama could have difficulty securing the necessary votes on Capitol Hill. He told CNN the president would need to use "every ounce of political capital that he has to sell this". For Obama, political capital is scarce in Congress. Even before his announcement on Saturday, political observers were anticipating a major showdown when members of Congress return in September over government budgets and the debt ceiling.

Congress will vote in favour, they voted and allowed the spying of US citizens as pointed out by Snowden. So dont expect much from Congress.

Or maybe Obama doesnt want to attack alone now, as the UK has withdrawn and therefore is using congress as a ploy and gets Congress to vote against it as he has no dog (UK) to do the dirty work.
