Interesting article on The Indian Express here.

1. New Delhi is unwilling to add to the $100 million to Chabahar
2. Chabahar-Zaranj-Delaram route very expensive
3. Hajigak may get scuttled

Excerpts below on to doval or-not-to doval:

Fears are mounting for the future of an ambitious plan to link India with Afghanistan through a new-age Silk Road network running through the Iranian port of Chabahar, government sources have told The Sunday Express. Iran pressed National Security Advisor Ajit Doval for commitments on the port, road and rail project during his visit to Iran, which concluded on Thursday, but was told that New Delhi is unwilling to add to the $100 million promised in 2013.

New Delhi’s second thoughts on the project are driven by concerns that the looming pullout of United States troops, which has already led to a sharp escalation in fighting across Afghanistan, may scuttle a $10.8 billion iron-ore and steel project by a Steel Authority of India Limited-led consortium at Hajigak.

...

“I think the bottom line is that no one is sure what the situation in Afghanistan is going to be like in a year, let alone two decades”, says Sushant Sareen, an analyst at the Vivekananda International Foundation in New Delhi. “It would be foolish to gamble billions on a guess”

....

In his meeting with Doval, the head of Iran’s Supreme National Security Council, Ali Shamkhani, underlined those shared interests, saying the countries are like “neighbours without joint borders”. However, the fluid situation in Afghanistan means neither country is willing to spend resources on building the expensive train and road transit routes.

...

In 2003, Afghanistan, India and Iran signed an agreement to develop the Chabahar-Zaranj-Delaram route. Later that year, India began work on rebuilding the highway running from Zaranj to Delaram, connecting southern Afghanistan to Iran. The route has been used for trade between India and Iran, though transport costs remain high compared to the road from Kabul to the Wagah border, through Pakistan.

* So Iranian Chahbahar is 'too expensive'
* Afghanistan is too 'dangerous'
* Pakistan is too 'hostile'

Modi's genius is manifesting itself.

How is it related to Modi?

Modi or no Modi...
* Afghanistan is too 'dangerous'
* Pakistan is too 'hostile'
I cannot comment on "Iranian Chahbahar is 'too expensive'", because it depends on how dangerous Afghanistan is

As regarding Pakistan, it was always hostile and will remain hostile.

Yet we were ready to give Manmohan both transit and safe passage for Indian goods to Afghanistan. What makes you think that we'd offer it to Modi who's fighting a mini war at the LoC, shut negotiations on Kashmir despite our PM's good will visit, Sarhee's, Mangoes, Amroods, and for opening his foul mouth against Pakistan on a regular basis?

It is not the question of Modi. Now tell me what substantial improvement happened between India and Pak under Manmohan.

The truth is India and Pakistan are at loggerheads since 1947, and we are going to be at loggerheads in future too.
Simply we doesn't trust each other. There is minimal movement of either trade or people across the border in last 67 years and this says it all.

Yes, unfortunately all MMS actually got was 26/11 & beheading of soldiers which caused the Indian army to retaliate severely in 2013, when MMS was still PM and Modi nowhere in the picture.

The fact is you will get a tit for tat reply by the new administration

You know during Mr. Wajpaye and Mr. Singh's tenure, each time Pakistan and India had gotten closer to building a consensus on issue such as Kashmir? But now, it'll probably be history. Anytime you elect religion nuts into the government, they'll act all macho, will start wars and at the end of the day, in India and Pakistan's case, hundreds of poor people will suffer. Sadly enough, before any war with Pakistan, many millions suffering minorities will suffer more under Modi.
Nationalists and Religious nut cases are two VERY different things. You can be a nationalist and grow your country as One India. But a religious nut job will divide people, focus on One Religion vs. One India and will make all minorities suffer. I am a big fan of India's progress and its democratic system. However, I am still surprised that whatever happened to a Secular India???

India voting for Modi is the defeat of secular India. Converting Christians, Muslims, Sikhs ...to Hinduism under the Ghar Wapsi program is happening under Modi's nose and he is paying a blind eye to it. Just like he killed thousands of Muslims in Gujarat when he was Chief Minister. We have and will witness the rise of Hindu Fanatics in the years to come. This will only increase.

easy
making any economic / trade relations or agreements with Iran have a financial and diplomatic cost from the rest of the countries of the world that want to bomb Iran.

As US pull out, China and Pakistan are beginning to help on Afghan issue, no worry.

China assumes leading role in Afghan reconciliation
As US exits, China takes on Afghanistan role

I don't think after Ahmadinejad, Iran is any more a pariah. So Iran is not the problem. The problems is with new dispensation in Afghanistan that is not that receptive towards India.There is no point in spending $ in Afghanistan when you get no return. Then with US withdrawing, I guess Taliban will be accommodated in someway or other into Afghan power structure. This is not positive for India as India enjoys very little influence with Taliban. Though this is what Pakistan always wanted, but cannot say whether this will augur well Pakstan.
