I'm still not getting it: if "Pakistan genuinely wants to extend a hand of peace towards India" then how is it constructive to blame India for the APS attack?

The U.S. blames Al Qaeda for 9-11 and blames the Taliban for harboring Al Qaeda before and afterwards; "peace in Afghanistan" is not peace if that again means a Taliban-ruled Afghanistan tyrannizing the citizenry and harboring war-on-America terrorists.

I don't see a parallel here. And as you can see, I don't accept the set-up behind your question, either.
