The definition of a district fall and district under control comes as such.
In a district if the govt center is under the control of the insurgents then the district is under the control of the insurgents and has fallen. If the district center is under the control of govt then the district is classified as under the govt control.
Bcz of this loose and pathetic definition the actual condition of war on ground and actual gains are often not the reality of happening.
Let's take an example.
Sheikhupura located 40 km away from lahore has a population of 3.3 mil and land of 5960 km² and is divided into five tehsils.
Now this district is vast with villages left and right yet its district center aka administrative center could be called only a radius of 5km.
Now a districts administrative structure is often close by. They are district courts, district management offices, district police administration offices e.t.c
As long as the above stands the district stands.
Now let's take an example. Let's say that an insurgent group has taken over nearly 4 of the tehsils of sheikhupura and on the gates of the urban city yet the district administration has not fallen and are fighting them. The road to lahore, Faisalabad, Sargodha and Gujranwala are all under insurgents control. In this situation despite over 5000km² of the territory under insurgents control the district would be deemed under government control bcz the center has not fallen.....
Now let's reverse. Let's say Gujranwala had fallen under insurgents control and the insurgents through Gujranwala highway stormed and captured the city center. They only have the city center. Nearly 4.5 tehsils and nearly all the villages are under govt control yet the district will be deemed to have fallen.
You see In scenario one despite the insurgents controlling nearly all the district, the district is deemed to be under the govt control.
But in scenario insurgents take a boastful victory. Despite having nearly no control in the district.
Now with that in mind the scenario of the war changes drastically would you not say.
