Explained: The offer that Zhou made, and Nehru rejected… the lessons from it
Had Jawaharlal Nehru accepted Zhou Enlai compromise-based solution, Sudheendra Kulkarni argues, “India and China, after some negotiations, could have fixed the boundary permanently” and “prevented” the 1962 war.

In his article ‘Biting the bullet’, Sudheendra Kulkarni, a former aide to Prime Minister Atal Bihari Vajpayee, draws lessons from the build-up to the 1962 war and cautions Prime Minister Narendra Modi against repeating the “blunder” of Jawaharlal Nehru.

Kulkarni recalls Chinese premier Zhou Enlai’s visit to India in April 1960, in the course of which he offered a “workable solution” on the border dispute that was threatening to derail India-Chinarelations. Kulkarni writes: “Zhou offered, obviously with the approval of Chairman Mao, a ‘package deal’ for a final settlement — China would accept India’s control over today’s Arunachal Pradesh, which meant its de facto recognition of India’s jurisdiction up to the McMahon Line, if India accepted China’s control over Aksai Chin.”

Kulkarni quotes from a research paper by historian Srinath Raghavan to explain why Nehru rejected Zhou’s offer. Raghavan wrote, Kulkarni quotes: “Nehru was pushed to a position where his diplomatic manoeuvrability was severely curtailed. Henceforth he had to assess constantly what the political marketplace would bear and adopt only those policies that could be conceivably sold to the public.”

According to Kulkarni, Nehru himself voiced his fear: “If I give them (Chinese) that (Aksai Chin), I shall no longer be Prime Minister of India — I will not do it.” Kulkarni believes that Nehru “had the power and stature to convince the people to accept such a bargain in India’s vital long-term interest”, though “the media and Opposition leaders (including Atal Bihari Vajpayee, who, subsequently as PM, changed his views on this matter) were stridently opposed to conceding any land to China”.

Had Nehru accepted Zhou’s compromise-based solution, Kulkarni argues, “India and China, after some negotiations, could have fixed the boundary permanently” and “prevented” the 1962 war. “There would have been no recurring face-offs along a disputed LAC of the kind we are witnessing even in 2020” since “China in 1960 had even hinted that, ‘as part of an overall settlement’, it would accept India’s sovereign claim on Jammu & Kashmir (minus Aksai Chin) vis-à-vis Pakistan,” he adds.

Kulkarni wonders if Prime Minister Modi, “without worrying about the ‘political marketplace’, and without relying on Trump or his successor to come to India’s aid, show the courage to swing the public opinion in favour of a compromise-dependent transformation of the LAC into a BAC (Boundary of Assured Control)”.

Yep its its always better to cooperate. India and pakistan and china can be very powerful allies securing all of asia, if only india would agree to talks on kashmir etc and solve the issues.

The region has more potential than even eu oe Russia combined.

Sco in shanghai is the best place to solve these issues and form friensdship lasting.

From what i and my nation ( pakistan ) has learnt is. Chinese are very very reliable friends unlike americans or the british.

Will india grow up? And leave dreams of beying super power stopping china's rise?

It is pretty sad that things have turned out the way they did. If India was more cooperative, China, India, Pakistan, Iran and Russia combined could single handedly lead the Eurasian renaissance and shift the center of global power to the heart of Asia. Unfortunately Indian leaders are extremely opportunistic and look for every little way to profit no matter how petty it is. Very short sighted.

Nehru did not accept the offer even though it was a good one because lets say if he accepted it and signed a detailed agreement with Zhou or Mao at a summit but who's to say that China won't cancel the agreement signed by their own leaders few years later??

.
China made a proposal to Pakistan and Pakistan accepted, now China and Pakistan become best friends. China made a proposal to India, India refused, now China and India become unneccessary enemies.

we are not a terrorist country which need some one support for not being labeled as Mother ship of terrorist, and we don't accept your offer because you guys are always "since ancient time people" who claims other place using since ancient time word

Times change, and by now one thing is certain, China India border demarcation is done only after Pakistan and India have settled Kashmir issue. China is obliged to Pakistan, wont let she face off India alone. more importantly, what China wants is regional peace and development.

We can see here that Indian posters still believe Nehru did the right thing, his legacy goes on.

These people are beyond stupid.
Even now they don't realise where their real interests lie.
They want to dominate their neighbours rather than cooperate for a peaceful coexistence.
Small men in big offices.

nehru was clever man, cunning too. He and many of today's indias leader dream of global hegemony!

Indians think they are English on Asian land. But poorer and less intelligent than other Asians on average. They take 1 genius out of 100 million and claim YOU SEE! WE ARE SMART CEO LEADERS OF NASA!!!!!!! BETICHOD lol

I'm a firm Nehru supporter. Probably his only Indian supporter on this site as his name has been constantly vilified by BJP-RSS Sanghis. Even the Communists of India hate him although he did so much for them. Of course, he's hated in Pakistan as well for different reasons.

Despite the hate I still describe myself as a Nehruvian and believe he's the tallest leader India ever had. A close second would be his daughter, Indira Gandhi who was one of India's most successful Prime Ministers despite a few controversial things that happened in her tenure. You can consider me a Gandhi-Nehru family loyalist, and it pains me a lot to see their legacy being thrashed in modern India by uneducated jahill Indians.

Despite these personal values, I feel Nehru might have made a few errors of judgment in the 1960's with respect to China. That's called human error and history hasn't judged him wrongly. Still he was probably the best leader India had at that time.

Exactly, nowadays Indians are as imperialistic as the British but at the same time they are as underdeveloped & poor as any other third world country, actually many third world countries have much better living standards than India.
in the case of India ignorance is truely a bliss.

An offer is always give and take... He didn't offer to give anything.. he just wanted to take. It's politically not possible..

For Pakistan, it accepted because it's anyways not theirs

You think China is USA?

*Clever*

He died after PLA defeated India in 1962. I don't know what makes India think they can take on PLA when we hold the whole UN at Korea in 1953.
