You can have the best team, but the army/navy/AF will change their specs every 2 yrs. DRDO will make a prototype in 2 yrs, which is already obsolete when armed forces review it. In 10 yo 20yrs they say it's critical and go for import and pocket bribes.

There is a big lobby to push for imports, i don't think even modi can make an impact there.

37 million is for the whole project( damn that’s cheap). Not given to the college.

As per the article, they are doing materials and shape research.

Equipments, Materials and facilities for stealth research don’t come cheap.

IITs yearly endowment goes between 200 to 300 million USD only. So again, 37 just for one department is not possible.

Heck, the custom fluid dynamic suite they developed for it would have costed them pretty penny.

Well in Australia college workshops are very modern and look nothing like that pic, and we don't broadcast our top secret projects.
