no, these are two different words.
the "jamhuriya" you describe means "republic" which i suppose came describe a non-monarchy.
the "jamahiriya" i describe is a word invented in libya during the gaddafi years to mean "a society governed by the masses"... in other words, a direct-demoracy... the "jamah" means the same as the first word but the political meaning is entirely different.
