Caliphates are the ultimate, but monarchies are allowed. Prophet Muhammed said a prophecy that after the first 4 rightly guided Khalifas (Abu Bakr, Omar, Uthman, Ali) that there would then be kingdoms and he said they would be muslim. the first king was Muawiya and he was a sahabi.

Officially there is no concept of Monarchy in Islam. Although an Islamic Monarchy i.e. Caliphate/Sultanate/Emirate is a Monarchy which adheres to Islam. These are mostly contemporary monarchies.
