EU in major power struggling with China - Brussels risks 'losing the Western Balkans'
THE EU risks "losing the Western Balkans" to China, one German diplomat has warned, over fears some nations are becoming increasingly economically dependent on Beijing.

China is pouring money into three Balkan states under leader Xi Jinping's signature Belt and Road Initiative infrastructure project. China's Belt and Road Initiative, BRI, is Beijing's trillion-dollar attempt to secure influence across the world's most important trade routes. The initiative has alarmed the US so much that it has organised a counter initiative, called the Blue Dot Network in 2019.

Infrastructure projects linked to the BRI are being developed in Montenegro, North Macedonia, and Serbia.

The construction projects that have taken shape in the Western Balkan states have included the development of new motorways.

German chief diplomat Heiko Maas has warned at the EU Foreign Ministers' meeting that the bloc is in danger of "losing the Western Balkans".

He said: “We are not the only ones there.

"There are competitors.

"And they are very uncompromising."

Chinese investment banks have been pouring money into infrastructure projects in the Balkan states that is now competing against EU development money.

However, these generous loans from Bejing have been increasing in recent years, and are worrying policymakers in Brussels.

The fear is that nations that take part could become locked into debt traps with Chinese investment banks who could take ownership of the infrastructure projects if loans are not repaid.

With these loans, Chinese construction companies have been building highways, bridges, and power plants in these states.

It is alarming many EU policymakers because it is so easy to gain a loan from China that does not require extensive feasibility studies or environmental impact assessments as is usual with EU projects.

These states could sink deeper and deeper into debt, making them more dependent on China.

For instance, in 2014 Montenegro took out a loan from a Chinese investment bank of 944 million dollars for the construction of a section of the planned motorway from the Adriatic port of Bar to Serbia.

Montenegro is now struggling to pay off the large loan and is urging the EU for help in repaying their debt to Beijing.

Montenegran Vice Prime Minister Dritan Abazovic addressed the European Parliament's Foreign Affairs Committee in March and said: "We ask you to help us repay the money so that we can break the Chinese influence."

In April a spokesperson for the European Commission stated the “EU did not repay loans from third parties.”

The Chinese contract, which is just for the first stretch of the highway, costs nearly $40 million per mile, and sorting out the debt payments has become a top priority for the country’s new leaders.

Politicians are known to talk crap for political gains, and why they have to pay this much as you claimed? use your common sense a bit, would you?

again it isn't my claim it's a direct quote from their finance minister. It's the terms of the loan agreement they signed with China against the advise of the IMF and EU.

China Road and Bridge Corporation (CRBC), the large state-owned Chinese company that is building the first section, signed a memorandum of understanding (MOU) in March to complete the rest of the road on a PPP basis.

But European lenders worry that Montenegro would need to offer costly revenue guarantees to make that work, potentially deepening its financial woes.

“We told them that their PPP model was not bankable, that they would be taking on risks they don’t know how to manage,” said an official from the European Investment Bank (EIB), the European Union’s lender.

The IMF cautioned the government in May against a PPP solution that could introduce large contingent liabilities. One official suggested Montenegro would be better off waiting until it joined the EU before finishing the highway.

good question, national interest does not always align with personal interest. In any case, EU should refuse to bail them out.

That's just how the chinese done business unfortunately.

Can't believe I missed the Cold War the soviets weren't this much of a blood sucking parasite when they built infrastructures.

How much it is in the US?

Since 01 km of subway in Guangzhou costs only 100 millions to build, but in NYC, it did cost 2.8 billions (yes, 28 - 30 times higher in the US) (data quoted from Nytimes.com), I guess the cost difference would be similar for highway construction.

Not to mention that the quality and standards of Chinese building / construction are way higher than US standards (just look at subways in both countries to see the difference in safety standard).

I knew they were gonna axe China from the Western Balkans as expected it happened.. Because I know how this area functions if you wanna get something done like that you go thru Berlin first and get acceptance from them to go ahead in Western Balkan but if you try to enter without them they feel encroachment
