Looks like 15000-2000 PLA soldiers（2 brigades（th52 and th53 for 8000 men），1 artillery regiment、1 air-defence regiment，plus a number of lightly armed border regiments（about 1500 men each））facing 200,000 Indian soldiers。

Are you forgetting the massive infra capability on your side by which you can deploy a million more troops in a few days & that kind of infra ability we lack on our side(till 2020) so we maintain large forces

Besides, the terrain on their side is much more friendly for movement.

Exactly we need to wait till 2020 by then our Defenses will be strong enough for a Short-Medium term war

Yes, I think the infrastructure will be ready by 2018 or so, but our defences in NE area is already strong, but more infrastructure will certainly enhance it.
