Enrollment in higher education stands 20 lakh

So here are are the higher education enrollment rate and education budget of Bangladesh, India and Pakistan. India is slightly ahead in terms of enrollment which I think within next 2-3 year Bangladesh will overtake but India has lower education budget then Bangladesh. Pakistan lagged behind both India and Bangladesh in both cases but very low education budget is a matter of concern.

Bangladesh:

Higher education enrollment: 20 lakh
Education Budget: 19,873 crore taka or 2.44 Billion USD (2011)
Education gets top priority

India:

Higher education enrollment: 1, 69, 75, 000
Higher Education in India at a Glance: UGC report | India Education Review
Education Budget: Rs61,427 crore or 11.7 Billion USD (2012)
Right to Education India: India’s education budget up 18% to Rs61,427 crore

Pakistan:

Yeah right, 2 million to 20 million in ~3yrs what an awesome guesstimate ! But first you'll have to stop the illegal export of your people to IND if that goal is what you're after

What I said in terms of percentage wise. India has 8 time more population then Bangladesh. So if Bangladesh can get 21.25 lakh student enrolled in higher education it will be higher then 16.9 million student of India. In recent years passing rate increased exponentially in the HSC exam of Bangladesh which will yield more higher enrollment rate in higher education.

Is Pakistan's stat report true  !!

Good going.

But high enrollment rate is not the end of problem

Once say 95% enrollment rate is achieved,
next target should be to reduce drop-out rate to say less than 10% or less.

After that, quality of the higher education should be improved.
