IHC, and when reason did EC cite for not holding to polls?

EC postponed the elections without any reason, They spent 50 million Rs in printing ballot papar and other expense from the total cost of Elections which is 150 million Rs.
JI and PTI challenged the EC decision in IHC , if everything was ready why did not EC hold the elections on 31 December?
