Yes, but the Taliban and various other criminal/terrorist groups have a major stake in that already. Cut off international funding and military support, and the 'best funded' groups in Afghanistan are not the elected government, but the aforementioned criminal/terrorist entities.

Afghanistan is not a country by any conventional definition, but a bunch of ragtag warlords and drug kingpins as a collective fiefdom. A few billions of outside support are good while they last, and then the whole place reverts back to its "proud" traditions, for sale to the next highest bidder for a period of time.
