To become a super power Indians need to focus more on their general public's health, food and other things............there are more than 300000000 peoples living below poverty line in India.....by just area or spending more budget on weapons you can't become superpower while your peoples are starving with hunger.

Our Defense Expenditure is already Low ...as % Of GDP... Its $40 billion + $8 bilion( Internal CAPFs) = $48 ~ billion
