It costs $10 million for 100 missiles. But it takes probably a year to make 100 missiles and Israelis probably only have a few hundreds or thousands in stock.
The best strategy would be large salvos of rockets attacking key infrastructure like their nuclear reactors. Large salvos shot at once will ensure many hit their intended target.
