I can't figure out any great civilisation in which animals are more precious than human life.

Well despite complicated geopolitical interests, the background here is that UNESCO needs to raise $100 million by 2019. When it comes to money, KSA is always the one.
In March, seven countries including France and Saudi Arabia joined forces with US philanthropist Tom Kaplan to pledge $75.5 million (70 million euros) to a UNESCO-backed fund aimed at protecting the world’s cultural heritage against war and terrorism. Their International Alliance for the Protection of Heritage in Conflict Zones, based in Geneva, aims to raise $100 million by 2019.

On topic, in order to protect heritage of ancient civilisations in conflict zones, some degree of enforcement might be necessary. Since UN is already stretched in manpower or resources, I think this Ancient Civilizations Forum should discuss about providing enforcement directly from sovereign states. Say from China, perhaps can send PAP (they are paramilitary and don't operate WMD, they are not PLA) to conflict zones, PLA to provide air-sea logistical backup and space surveillence. Heritage of ancient civilisations must be protected at all costs, I wish China and Greece can lead the way.
