Other than the fact that China is going to veto it, I don't see why Pakistan would be so stupid to allow it (if it has any reasonable power to stop it).
A permanent thing given up for any temporary favour would be stupid.
It isn't beyond these people to do it but I doubt they have the power to give it. As the saying goes: Zaid can't give what Zaid doesn't have. However, it is entirely possible that they are saying that they could do it to make themselves seem more important than they really are.
Lastly, I do that there are enough good patriotic people who are able to rise above personal interests in positions of power to be able to safe guard Pakistani interest.
