Did Asghar Khan deserve Marshal of the Airforce Rank ?

Was it because of his politics that he was never considered ? Seems to have done more for PAF than Arjan Singh did for IAF.

Don't compare it with India , they can award someone who got down shot due to incompetence , got beaten by the locals and humiliated the whole india.
