By what legitimacy can someone declare a government in exile, especially not a democracy. A party can be started overseas, but must contest elections regardless of how hard it maybe. These wannabes should watch the documentary "The Insignificant Man". Work at the grass roots and build a movement from there, then you will have some legitimacy.
