My question is where fuk was the gov't 2-3 decades ago? Where was the vision and the planning? With the creationof the internet, did we not imagine the pro's and con's? What actions to take and pursue?

They are those people who have no planning techniques. They are just there to copy a model and implement directly without upgrading to Indian standards. They brought Internet, they some how forgot that internet would become so involved in government affairs that they would need a cyber security centre.

They should have thought that Internet was basically developed for defense application hence should b secure. But our chinamma, kumar, raju, misra type bureaucrats and scientists who are rather engineers not scientists forgot to advise this.

So how does the govt tackle the points you made about the lack of qualified researchers? $40 crores and opening such facilities is a start better than what Congress did say 50 yrs at least?

More over by funding research in areas of language development, network topology , maths and cryptography. Building your system of secured networks. Still it will remain highly vulnerable because the hardware you get, is not built by you. So the infiltration attack coming from China or Europe or US will know the weak points in hardware and can penetrate.

It is not like IAF, or Army that you buy weapons and attack or defend. Here rather application, development of system is more important.

There are already Centres for offence again any cyber attack but the capability is the question.
